Heavy rain has fallen in the Western Cape’s Overstrand area where strong winds have affected firefighting efforts against three separate fires in Franskraal, Betty’s Bay and Karwyderskraal.
Chief fire officer in the Overstrand municipality Lester Smith told the SABC on Friday evening that the blaze was out of control.

“The operation is very difficult due to strong winds making it very difficult to fight the fire,” Smith explained.
Netwerk24 reported that the wind was gusting up to close to 100km/h.
The Overstrand Herald reported that three houses had burned down in Betty’s Bay.
The flames had jumped the R44 earlier, Netwerk24 reported.

“There are still two houses on fire,” Willem Law told News24 while watching the blaze from a main road on the eastern side of the small holiday town of Betty’s Bay.
The fire moved down the mountain towards the road as it was fanned by strong winds.
Law said: “Most of the fire has been put out and the rain has also subsided.”
He added that emergency personnel were on the scene.
“Several structures have been damaged. We hope to have more details available soon,” the Overstrand municipality said earlier.
“We lost some power lines in this fire and as a result some areas are without electricity. We will continue with firefighting throughout the night and get more resources, all local authorities and stakeholders are on site.”

By Friday evening firefighters had evacuated parts of all three areas, and members of the public were urged to avoid those areas for the duration of the firefighting efforts.
“We are aware that certain areas are experiencing power outages. This [is] being attended to,” the Overstrand municipality assured residents through its Facebook page.
While some residents have been evacuated, the residents of Hemel en Aarde Estate have been asked to remain on standby until further notice.
Earlier on Friday, Franskraal residents were ordered to evacuate.
The municipality, which is approximately 90km away from the Betty’s Bay area, issued an emergency warning around lunchtime, warning residents that the fire was out of control and spreading fast.
“Overstrand municipality has designated the Gansbaai tourism office hall as your emergency evacuation centre. The evacuation centre is located at: Great White Junction (SPAR Centre), Main Road, Gansbaai,” read a message from the municipality.
Residents were ordered to gather family members loved ones, pets and only essential items. They were also asked to bring along essential medication, turn off all appliances and lights and lock their doors.
The following halls are available for use by those who have been evacuated: Grobbelaar Hall, Moffat Hall in Mount Pleasant, Gansbaai tourism hall, Sandbaai Hall and Crassula Hall.

Ten children and the drivers of two minibuses have been injured after the vehicles collided head-on on the R74 in Winterton, KwaZulu-Natal.
“ER24 paramedics, along with other services, arrived on the scene to find two wrecked minibuses in the road. Several people were found scattered around the scene,” ER24 spokesperson Russell Meiring said in a statement on Friday.
The driver of one minibus is in a critical condition and sustained numerous injuries, while the other driver sustained moderate injuries. Ten children sustained minor to serious injuries.
“Paramedics treated the patients and provided the seriously and critically injured patients with advanced life support interventions before they were transported to various hospitals for further treatment,” Meiring added.
The circumstances surround the incident are unknown.
Local authorities were on the scene and are investigating.

Cape Town – South Africa’s brains trust might be said to have got it both right and wrong this week when it comes to Aiden Markram and the issue of his dual involvement across the Test and one-day international formats.
On Friday the young, strongly-built right-hander was the clear leading light at the crease on a dramatic, violently fortune-swaying first day of the third Test against Pakistan at the Wanderers.
At least partially, you were inclined to suspect, smarting through his omission from the ODI squad revealed only a day earlier by Linda Zondi’s national selection panel for the earliest part of the five-match 50-overs combat against the same tourists, Markram sizzled his way to one of the finest near-centuries you will see in the more extended format.
In lashing 90 off only 124 balls at a strike rate of 72.58 – with 16 fours, accounting for a Bullring crowd-pleasing 71 percent in boundaries – the 24-year-old dished out a defiant message that he isn’t too enamoured with the possibility of missing out on the 2019 World Cup in the United Kingdom.
So in that respect, there is a case for lauding Zondi and company for triggering the sort of urgency-laden, immediate response witnessed from the player, even if it was engineered in his Test whites.
You might also add, in their further defence, that the Markram-less squad named on Thursday was only for the first two ODIs, and with an on-record comment from the convenor that he, Farhaan Behardien and Chris Morris were “by no means out of the picture” for involvement at the slightly longer business end of the series.
The trio had all been part of the SA squad who earned a pleasing 2-1 away triumph over Australia a few weeks ago.
During that scrap with the old enemy, Markram had a little frustratingly continued a personal trend for getting out when promisingly set, something reflected in his series scores of 36 (Perth), 19 (Adelaide) and 32 (Hobart).
Certainly he is yet to catch fire in the fullest sense in ODIs, with a personal best of 66 from 16 innings and an average of 25 that does little to scream “match-winner”.
But there’s also that thing they call the rub of the green … and it hasn’t always been kind to Markram at either of the major international levels, even with his Test stats looking rosy (average nearly 47) for someone sporting only 15 appearances at this point and with reams of potential for enhanced street wisdom.
That includes Friday, when he looked so dead set on posting a fifth Test century before one of those fatal leg-side feathers that can come right out of the blue and not be put down to any special technical shortcomings.
Ahead of his cruel dismissal, he had looked pretty close to indestructible, and the central figure in the “first two-thirds” part of the day consummately dominated by the Proteas ahead of an inexplicable collapse to 262 all out in the eventful post-tea session.
Some of his cover driving had a Barry Richards and Jacques Kallis-like authority and majesty, while his pulling, and caressing behind square on the off-side, wasn’t notably less eye-catching.
A level-headed fellow, something likely to have been aided by his experience of captaincy at various levels, Markram isn’t likely to be bothered by some murmurs from the SuperSport commentary booth during day-one play that he may be developing into some kind of “new Michael Slater” for a penchant for Test dismissals in the mentally-challenging nineties.
He has as many as three now … but also the not inconsequential matter of four tons, including three being of the 140-plus variety which must be regarded as positive signs of stamina and durability.
Markram has had his difficulties along the route thus far, as innumerable emerging top-flight players do, yet Friday’s innings also made crystal clear to those not yet in the know that he has qualities – especially those related to natural, instinctive aggression – that put him in an elite league as a general cricketing package and prospect.
It was also, in all truth, a display bringing into sharp scrutiny the decision to ditch him, even if it does prove extremely short-lived, from the more abbreviated version of South Africa’s international plans.
The Centurion-born customer has been overwhelmingly pigeon-holed so far as a top-three player in the ODI order, and there is a good case for saying it is largely where he should remain despite his under-delivery in numbers terms.
But Markram so muscled the Pakistani attack on Friday, sometimes with almost cavalier glee, that it should even have triggered the possibility that he could be engaged productively in a middle-order and/or finishing capacity for the country in the 50-overs arena if need be; those areas can’t be said to be irreversibly settled.
The long and the short of it?
Aiden Markram seems wasted in, currently, just the Proteas’ Test set-up.

Pretoria, 11 January 2019 – Today, the OECD, the South African Revenue Service (SARS) and National Treasury of South Africa (National Treasury) signed a Memorandum of Co-operation (MoC), agreeing to continue to work together in the area of taxation. The MoC is in place until December 2023.
The three parties have a long history of collaboration and the MoC provides for the continuation of such co-operation towards the achievement of the common objective of promoting fair and efficient tax systems and administrations, strengthening and modernising international taxation areas through the sharing of experiences between SARS, National Treasury and OECD member countries.
The MoC was signed in Pretoria, South Africa, by Mr. Ben Dickinson, Head of the OECD Global Relations and Development Division at the Centre for Tax Policy and Administration, Mr. Mark Kingon, Acting Commissioner of SARS, and Stadi Mngomezulu, Acting Director-General of National Treasury (signing on behalf of Dondo Mogajane, Director-General of National Treasury).
During the signing ceremony Ben Dickinson said: “I am delighted we are strengthening our partnership with SARS and National Treasury. We have together delivered successful training events as part of the Global Relations Programmes in the past years and I look forward to expanding our collaboration to blended learning and e-learning in 2019.
“It is through cooperative ventures such as the one we have entered into with the OECD that we can enhance our efforts to collect taxes and strengthen our democracy,” said Dondo Mogajane, Director-General of National Treasury.
Mark Kingon commented that the OECD–South African collaboration in the areas of Tax Policy and Administration over the past years have been immensely beneficial for all parties involved.
“Extending this by a further five years is therefore the natural thing to do. I am pleased for the continuation of the structured relationship that the MoC with the OECD will provide SARS with, particularly in focusing on a whole-of-government approach to tax administration, as well as further honing the skills of our officials in international taxation”.
