Tiger Woods is not facing charges of reckless driving following the car crash in which he suffered serious leg injuries, authorities said Wednesday.

“A reckless driving charge has a lot of elements into it, this is purely an accident,” Los Angeles County Sheriff Alex Villanueva told reporters.

He added that the most Woods could face would be a low-level offence known as an ‘infraction’ if investigators conclude that he was not paying attention or speeding.

“There’ll be a cause of it, and there’ll be a vehicle code attached to the cause.

“But that’s an infraction and a reckless driving is actually more than an infraction. That’s a misdemeanor crime that has a lot of elements attached to it and there’s nothing, nothing like that,” said Villanueva.

The sheriff said he hoped the brand new SUV was equipped with an in-vehicle data recorder that may help shed some light on the cause of the accident.

“We’re hoping obviously there’s going to be… this black box and we’ll have some information about the speed. It will may be a factor in this accident.”

Woods, 45, was driving alone in a Los Angeles suburb on a road notorious for fatal accidents when he crashed on Tuesday morning. No other vehicles were involved.

Firefighters and paramedics cut the 15-time major champion out of the wreckage before taking him to hospital, where he is recovering after surgery on his lower right leg and ankle.

  • In terms of the Budget Review, total social grants were reduced by R5.8 billion in 2021/22.
  • The special Covid-19 social relief grant will receive R2.1 billion to extend it until the end of April 2021.

Finance Minister Tito Mboweni told reporters following his Budget speech on Wednesday that while government appreciated the urgent need for social spending and relief interventions, he made no apologies about the pressure that economic realities placed on this spending.

According to the Budget Review, over the Medium-term Expenditure Framework period, the social grants budget is reduced by 2.2%. In addition, all grant values will increase by less than inflation, while the number of beneficiaries is expected to increase by 300 000 people.

The Budget Review stated that total social grants had been reduced by R5.8 billion in the 2021/22 financial year, R10.7 billion in the 2022/23 financial year and R19.5 billion in the 2023/24 financial year.

During his speech, Mboweni told members of Parliament that R6.3 billion would be allocated to extend the special Covid-19 social relief of distress grant until the end of April 2021.

“In addition, R678.3 million is earmarked for provincial departments of social development and basic education to continue rolling out free sanitary products for learners from low-income households,” said Mboweni.

Grant increases

Mboweni said that other grant increases included a R30 increase for old-age, disability and care-dependency grants to R1 890; a R30 increase in the war veterans grant to R1 910; a R10 increase in the child-support grant to R460; and a R10 increase for the foster-care grant to R1 050.

National Treasury deputy director general of public finance Mampho Modise said the budget managed to pull off grant increases in spite of the economic pressure and much-needed fiscal consolidation.

“When we looked at the overall fiscal consolidation, we could not protect the social grant. We did the best we could, but the consolidation we needed was more than we could cope with to protect the grants,” said Modise.

Right after Modise responded to media queries, Mboweni interjected to emphasise that government should not be sorry for facing the same economic pressures that governments around the world are also experiencing and delivering relief in spite of it.

“There is no need to be apologetic about it. There is no social contract to say there must be a certain increase each year. The allocations we made are what we could afford. Social services occupy 56% of the allocations, which is substantial in a country like ours,” said Mboweni.

24 February 2021 – SARS increases its focus on wealthy individuals and offshore holdings

Tshwane, 24 February 2021 – The South African Revenue Service (SARS) is committed to its strategic intent to develop and administer a tax and customs system based on voluntary compliance. We believe that most taxpayers want to fulfil their legal obligations voluntarily. In this regard, SARS provides clarity and certainty to taxpayers to fulfil these obligations, and works diligently to make it easy and seamless to transact with the organisation. Equally important for SARS is to make it hard and costly for those taxpayers who do not comply.
For SARS to continue to provide a customized and seamless service to various categories of taxpayers, we are establishing a separate unit to focus on Individual Taxpayers with wealth and complex financial arrangements. The unit, which will be known as High Wealth Individual Taxpayer Segment (HWI) will initially be co-located with the Large Business & International Taxpayer Segment (LB&I). 

This unit will focus on individual taxpayers with wealth and complex financial arrangements. We will be offering a differentiated service, as we do with other tax types, to the individuals with significant wealth, often derived from multiple sources other than a salary and who employ complex, and often offshore, financial arrangements. We believe that statements of assets and liabilities often say more about their financial affairs than statements of income. 
 

SARS is on a journey to foster a culture of voluntary compliance. Consequently, we have been paying particular attention to taxpayers with undeclared offshore holdings to optimise compliance. As an early adopter of the international standard for the Automatic Exchange of Financial Account Information, SARS has at its disposal information relating to offshore account holdings of South African taxpayers, some which seems not to have been declared. The information that has come into our possession shows possible non-compliance by a number of these taxpayers. 
In 2016/17, taxpayers were given the opportunity to regularise their tax affairs to account for their offshore holdings through the Special Voluntary Disclosure Programme (SVDP). Taxpayers also had the opportunity to do so through the ongoing Voluntary Disclosure Programme (VDP) under the Tax Administration Act, 2011. Some taxpayers took advantage of this. However, despite the window of opportunity to regularise their tax affairs, some taxpayers chose not to do so. The information that SARS has received comes from 87 jurisdictions across the world, detailing the offshore financial holdings of South African taxpayers. We intend to undertake a careful review of the information and audit it, where necessary.
In the interests of fair and efficient administration of the system, SARS will be writing to affected taxpayers to request information about their offshore holdings. The request is for relevant material for risk assessment purposes that does not signal the commencement of an audit process but may inform future action.
Taxpayers who want to regularise their tax affairs are still able to do so through the ongoing VDP, which offers more favourable terms for an assessment (in terms of penalty amount). SARS therefore encourages taxpayers with undisclosed assets to take advantage of the VDP process. Taxpayers are reminded that failure to do so may result in administrative or even criminal action being taken against them.

Affected taxpayers who wish to make use of the ongoing VDP and taxpayers who have not yet been contacted are advised to contact the VDP Unit directly at [email protected].

US golfer Tiger Woods was hospitalized Tuesday after a car crash in which his vehicle sustained “major damage,” the Los Angeles County Sheriff’s department said.

Woods, the sole occupant, was removed from the wreckage by firefighters and paramedics, and suffered “multiple leg injuries,” his agent said in a statement to US media.

“He is currently in surgery and we thank you for your privacy and support,” said Mark Steinberg.

Woods was taken to a local hospital for treatment.

The roll-over crash near Los Angeles did not involve any other vehicles. Television images showed the car lying on a patch of grass off the road, with its hood badly damaged.

Woods, one of the most successful golfers of all time, has won 15 major golf championships. 

He recently underwent his fifth back surgery, and said he was uncertain if he will be able to play at the upcoming Masters, which he last won in 2019.

According to celebrity website TMZ, 45-year-old Woods was in the area for his annual Genesis Invitational golf tournament at the Riviera Country Club.

“We have been made aware of Tiger Woods’ car accident today,” PGA Tour commissioner Jay Monahan said in a statement.

“We are awaiting further information when he comes out of surgery. On behalf of the PGA Tour and our players, Tiger is in our prayers and will have our full support as he recovers,” he added.

Skier Lindsey Vonn, Wood’s former girlfriend, tweeted: “Praying for TW right now.”

Woods made an astonishing comeback from a series of career-threatening injuries and personal problems to sensationally win the Masters in 2019, his first major title since the 2008 US Open.

He was one of the most revered athletes in the world when he became engulfed in scandal in late 2009.

Woods smashed his car into a tree and a fire hydrant outside his luxury Florida home, sparking a series of scandalous revelations that doomed his marriage and put his game in freefall.

He later divorced from his Swedish wife Elin Nordegren, with whom he has two children, after a cascade of women came forward to say they had affairs with the golfer, making him fodder for tabloids around the world.

Woods underwent four back surgeries between 2014 and 2017.

In May 2017, Woods was arrested near his Jupiter Island home in Florida after he was asleep at the wheel of his car in a traffic lane.

He said he had taken a mixture of prescription drugs and did not realize they would cause him to fall asleep.

Woods pleaded guilty to reckless driving and was hit with a fine and community service.

He is the winner of 82 US PGA titles, level with Sam Snead for the all-time record.

Woods remains three major victories shy of the all-time record 18 won by Jack Nicklaus, but only four winners in major history have taken a title at an older age than Woods is now.

In 2000-2001, while aged just 25, Woods became the first man to hold the US Open, British Open, the USPGA and the Masters titles at the same time.
