An unknown number of suspects blew up a cash-in-transit van on Friday evening in Kraaifontein, Cape Town, leaving three security guards injured.
Kraaifontein resident Francois Kellermann, who witnessed the aftermath of the heist, said he was eating dinner when he heard a massive explosion and the gunfire that followed.
When he went to investigate, he found several police officers and private guards from a number of security companies already on the scene.
“There was a big crowd and SAPS had already cordoned off the scene. They must have been there in minutes of the incident,” said Kellermann.
“The street was strewn with empty shell casings and parts of the van.”
He said that police officers were also securing the notes that had been strewn all over the road and that one of the G4S guards, who had been travelling with the van, was visibly traumatised.
ER24 spokesperson Russel Meiring said that paramedics arrived on scene around 19:30 and found what was left of the van in the middle of the road. He said three security officers who had been in the van were seated on the side of the road.
Apart from being visibly shaken, all three officers sustained minor injuries. They were taken to the Mediclinic Cape Gate Hospital for treatment.
Cape Town – Proteas fast bowler Dale Steyn expects India to push England hard in their upcoming five Test match series, but feels the hosts have the edge in familiar conditions.
Steyn, who played only a role in the first Test when India toured South Africa earlier this year and lost 2-1, agreed with the point of view, saying that Virat Kohli’s India are “capable of anything”.
“Led by Virat, this Indian team is capable of anything. I know Virat pretty well. He’s quite a determined character. Five Test matches is going to be good for one team and if one team gets on a roll the other team will be blown away,” said Steyn, as quoted by the ICC’s website.
“It’s going to be a hard-fought Test series. The England bowlers are a little bit more skilled and that’s where the difference will be … that will be the tipping point.
“India do rely heavily on their spinners and they do a great job in one-day cricket. At the moment, the wickets are pretty flat (in England) and there hasn’t been a lot of turn, especially in the four-dayers in county cricket. So they’re going to rely on their fast bowlers. And if they don’t have them, then they’re in trouble,” said the Proteas fast bowler.
The last time England and India played Test cricket, India won 4-0, but that was in India in late 2016.
India, who are the No 1 Test team, have won a Test series in England only thrice – 1971, 1986 and 2007.
“The advantage probably lies with England, obviously being at home and with such a long tour, it tends to become very long. India have been there for ODIs and are a very good touring team now. If I put my money, I will probably put it on England. But it is going to be tight,” Steyn said.
“These are conditions that England are used to. Home series generally goes away with home sides.”
The first England v India Test will start at Edgbaston on Wednesday.
When South Africa introduced designated smoking areas in restaurants and bars there was vehement opposition from sections of the hospitality industry. They argued that the public would stop eating out, restaurants would lose revenue and even close down, and jobs would be lost. Besides, they contended, no one would obey the law.
Non-smoking areas the norm
But two decades later, smoking in non-smoking sections of a restaurant has become taboo. Ordinary South Africans and the hospitality sector have policed the legislation. And despite those initial concerns, research from the University of Cape Town shows that none of the 700 restaurants surveyed saw a drop in patrons or profits by marking off designated smoking areas.
Of the restaurants, only 1% allowed patrons to smoke wherever they wanted to while more than 40% followed a no-smoking policy, a little over 40% designated an area outside for smoking, and just 11% had a designated area for smoking inside.
No-smoking areas within restaurants and other public spaces are the norm. The legislation, and the annual increase in the price of cigarettes, led to a consistent decrease in the prevalence of smokers from about 38% in 1998 to between 16% and 18% in 2012. But South Africa has not seen a significant drop in consumption of tobacco products since 2012 – and what’s more worrying is there’s no reduction in the prevalence of smoking among young people.
The Draft Control of Tobacco Products and Electronic Delivery Systems Bill – which is out for public comment until 9 August – will address this problem.
Legislative shifts
A number of legislative shifts will happen through the legislation. The first declares any enclosed public area 100% smoke-free, and proposes introducing some outdoor public places smoke-free too. There is good reason for this. Research shows that second-hand smoke is as harmful as smoking. When a smoker lights up in front of a non-smoker, the non-smoker develops a 30% higher chance of getting heart disease.
Smoke-free public spaces are a well-documented strategy to reduce the number of cigarettes that people smoke and to move them towards stopping completely. An Africa Centre for Tobacco Industry Monitoring and Policy Research (ATIM) study last year found that about a third of non-smokers are exposed to second-hand smoke at restaurants.
The second major shift is around the regulation of e-cigarettes, whichhave become a familiar sight in public places. The current tobacco control legislation was introduced before e-cigarettes were available so there are no laws governing their use or the advertising, marketing and sponsorship of them. This has meant that e-cigarette manufacturers have used the legislative vacuum to promote these devices and make unsubstantiated claims about the impact they have on public health, as well as their efficacy as a quit tool. They have attempted to falsely position the use of e-cigarettes as healthy, sexy and attractive, with a particular focus on getting young people to use the product.
Text warnings to quit
This is set to change as the bill restricts the use of e-cigarettes in all areas where combustible cigarettes are not allowed. Marketing, advertising and the sponsorship of e-cigarettes will also be banned and their sale will be restricted to adults over the age of 18.
E-cigarette use has been linked to the development of lung diseases, and if used during pregnancy, can cause sudden infant death syndrome. Studies have also linked e-cigarettes to an increased heart rate and high blood pressure.
Despite claims from the tobacco industry that e-cigarettes help smokers to stop using combustible cigarettes, evidence shows that e-cigarettes are most likely to be used in combination with combustible cigarettes.
South Africa will join 83 other countries that regulate e-cigarettes.
The next shift is that packaging of tobacco products will change too. The ATIM study found that only 13% of smokers are motivated by the text warnings to quit. Change was needed to ensure that South Africans take heed of the health warnings. The draft bill introduces uniform packaging for all brands and pictorial warnings on all packages. This will remove all advertising on the package, and make it harder to ignore the health warning. Plain packaging, as this intervention is called, has resulted in a significant drop in consumption in Australia where it was introduced in 2012.
Improving public health
Tobacco use is one of the top-five risk factors that contribute to South Africa’s disease burden. It increases the risk of several chronic diseases including cancers, pneumonia, ischaemic heart disease and stroke. Smokers also face double the risk of developing tuberculosis.
South Africa’s smoking rates are the highest on the continent – and trends show that these figures will increase over the next 15 years. The new tobacco control legislation should be seen as South Africa’s response to the escalating increase in non-communicable diseases such as cancers, heart disease and strokes. – Health-e News.

Friday, 27 July 2018 – A Free State business woman was sentenced to four years imprisonment and her company fined R1 million for failure to pay business taxes to SARS. Ms Annelene Elmarie Thomas, currently residing in Bloemfontein, was also ordered to pay back all outstanding taxes and levies due to SARS.
Ms Thomas was sentenced in her personal capacity, separate from her former company, Phindana Properties 169, trading as Ed-U-College, which operated a private school in Odendaalsrus. She pleaded guilty to 111 charges of submitting EMP 201 returns without paying the due Pay-As-You-Earn (PAYE), Unemployment Insurance Fund (UIF) and Skills Development Levy (SDL) in her personal capacity, and on behalf of Ed-U-College.
In terms of a plea bargain agreement reached with the state, Magistrate B.B. Mahlatsi suspended the sentences wholly but conditionally in the Odendaalsrus Regional Court last week. Ms Thomas was however also ordered to pay back the R786 601 she owes SARS. Failure to adhere to the court order may result in the execution of the imprisonment sentence.

“It serves as a warning to employers that the courts will not tolerate withholding employees’ taxes payable to SARS. Not only does it affect revenue, but it prevents employees from complying with their own tax obligations. In addition, revenue earmarked for UIF and SDL negatively impacts on the unemployed and the training sector,” said Tsholanku.

JOHANNESBURG – One of South Africa’s most wanted suspected cash-in-transit (CIT) heist kingpins, Wellington Bibi Cenenda has been arrested, police said on Friday.
Cenenda is believed to be involved in a string of run-ins with the law dating back to 1993.
Cenenda was arrested in a crime intelligence-driven operation in Bloemfontein on Thursday assisted by the local tactical response team members according to a statement by the South African Police Service (SAPS).
He was wanted by the Directorate for Priority Crime Investigation (Hawks) for alleged murder, attempted murder, possession of firearm and ammunition, possession of explosives, and possession of suspected stolen property.
The SAPS says Cenenda was wanted for a 2016 case where he and his accomplices were involved in a shootout with the police.
“A twelve member group were conspiring to commit a cash in transit robbery in Mpumalanga. Police received information about a planned cash heist along the Delmas road and a swift operation involving the Hawks, Crime Intelligence and the Task Force was planned.”
Cenenda appeared briefly at the Delmas High Court and will be joining his other accomplices on 20 August 2018 whilst in custody.
Further investigations to link him to other cases continue.
The Minister of Police, Bheki Cele has hailed the arrest of Cenenda as a major stepping stone in stamping the authority of the law in South Africa.
“We will as the SAPS continue to ensure we put a permanent stop to the scourge of cash in transit crime. It is our responsibility and mission to protect and secure the inhabitants of the republic and their property and ensure criminals are brought to justice,” Cele said.
“We are very serious about turning the tide, we will not rest until South Africans feel safe.”
