The Western Cape has the highest shortage of police officers in the country, with 85% of police stations in the province understaffed. The standing committee on community safety in the Western Cape legislature asked the Public Service Commission (PSC) to investigate last year after it held a series of public hearings into the matter.
The PSC has since completed its investigation and released its report. News24’s Jenna Etheridge unpacks some of the stark numbers that prompted the PSC’s investigation and highlighted the state of policing in the province.
2 392 – The number of police vacancies in the province in 2014, according to parliamentary replies.
2 375 – The number of officers who left the police service between 2011/12 and 2015/16, mostly through resignation and discharge.
1 012 – The shortage of police officers in the Western Cape, according to a National Assembly reply in 2013. This was in comparison to Gauteng, which had the next highest shortage of 748 officers.
222 – The number of new police recruits in 2013, as opposed to 1 103 new recruits for the province in 2005.
128 – The amount of understaffed police stations in the Western Cape. This means that 85% of police stations were understaffed.
51 – The number of dogs the Maitland K9 unit had despite being equipped with more than 150 kennels seen by the committee during an oversight visit in 2015.
25 – The number of dockets that each detective should have in terms of the national norm. The committee found that police stations in the Cape Town metro, except Claremont in the Southern Suburbs, had in excess of this.
21 – The number of police stations in the Cape Town metro that had less than one officer for every 500 people. These were almost all in high-crime communities.

Cape Town – Dillyn Leyds will play his 50th match for the Stormers against the Sharks at Newlands on Saturday.
Leyds will start at fullback in a team that features five changes for the Super Rugby coastal derby.
The Stormers will be led by Pieter-Steph du Toit in the absence of captain Siya Kolisi, who has been ruled out through illness, with his place on the side of the scrum taken by Kobus van Dyk.
The only other changes to the forward pack will see props JC Janse van Rensburg and Frans Malherbe come into the starting line-up on either side of hooker Bongi Mbonambi, with JD Schickerling and Juarno Augustus among the replacements.
In the backline EW Viljoen starts at outside centre, with JJ Engelbrecht shifting to the wing and Craig Barry on the replacements bench alongside Josh Stander and scrumhalf Herschel Jantjies, who will make his Super Rugby debut if he comes on.
DHL Stormers Head Coach Robbie Fleck said that his team will be looking to end their campaign on a positive note against the Sharks.
“This weekend gives us another chance to play in front of our fans at Newlands, so we are determined to put together a good performance.
“South African derbies are always tough and this should be a great game to watch, we are looking forward to the challenge,” he said.

Cape Town- As of Wednesday (July 4) South Africans are paying even more for their fuel than in June.
The recent hike came after midnight when petrol and diesel respectively increased by 23 cents a liter, hiking the price to R16.02 for petrol inland, R15.43 coastal and R14.44 for the 50ppm diesel – the highest prices in South African history.
Most South Africans do not understand why they are paying more for fuel than their neighbours when said neighbours get their fuel supply from our country.

The average price of fuel around the world is R16 per liter.
As a general rule, more affluent countries have higher prices while poorer countries and the countries that produce and export oil have significantly lower prices.
One notable exception is the United States which is an economically advanced country but has low fuel prices.
The differences in prices across countries are due to the various taxes and subsidies for fuel. All countries have access to the same petroleum prices of international markets but then decide to impose different taxes. As a result, the retail price of petrol is different.
