3 April 2018 – SARS announces R1 216.6 billion preliminary revenue outcome
Pretoria, 03 April 2018 – The South African Revenue Service (SARS) is pleased to announce that it has collected an amount of R1216.6 billion in the financial year 2017/18. It should be noted that these are preliminary results, which will be subject to final audit. SARS collected a gross amount of R1451.0 billion which was offset by refunds of R234.3 billion, resulting in net collections of R1216.6 billion.
The revenue outcome is R0.7 billion (0.06%) short of the forecasted Revised Estimate announced by the Minister of Finance in February 2018 Budget speech. It represents a growth of R72.4 billion (6.3%) compared to the 2016/17 financial year.
Revenue collection is driven by the state of the economy, the fiscal policy choices, administrative efficiency and taxpayer compliance or tax morality. As much as the performance of any tax administration is premised on the economy, other key determinants are business and consumer confidence, tax morality and the credibility of the tax administration.
The 2017/18 financial year was characterised by distinct and clearly delineated growth patterns. Until December 2017, revenue in aggregate grew by 6.2% year on year. For the period December to February 2018, revenue growth, on a month-on-month basis accelerated to between 9.5% and 15.5%, strengthening aggregated year-on-year growth to about 7.3%. This strengthening of revenue growth during this 3-month period can be attributed to:
- An improvement in business confidence to levels last seen in 2015, resulting in improved profit outlook and hence provisional payments;
- Strengthening of commodity prices, which buoyed company income tax from especially the mining sector in December 2017;
- Purchasing Manager’s Index (PMI) which indicated a recovery in the manufacturing sector, which translated in improved company income tax (CIT) from this sector.
- The stronger currency towards the latter part of 2017 assisted companies with imports, which benefitted our trade taxes.
The slower recovery of consumer confidence resulted in lower domestic VAT. As a result, domestic VAT grew at a muted level of 4.5%, well below the 8.1% growth seen in the previous year. Business confidence is yet to translate into higher employment numbers and significant growth in the wage bill. As a result, Pay-As-You-Earn (PAYE), the largest contributor to the SARS tax portfolio, came in at 8.6% significantly below the 9.2% levels experienced in prior two years.
Revenue collections, on a month-on-month basis, contracted in March 2018, driving down the aggregated yearly growth to 6.3%. Dividend taxes contracted by R3.9 billion in relation to prior year. In the prior year, companies anticipated an increase in the Dividend Tax rate, which changed from 15% to 20% effective 22 February 2017 declared extra ordinarily high dividends. Due to the shorter business month in March, Customs had to close their statements two days earlier than normal shifting about R1.8 billion to the next financial year. Domestic VAT from large business came in flat in March 2018, deviating from the growth trajectory established during the course of the year.
The main sources of revenue that contributed to the R1216.6bn were Personal Income Tax (PIT), Value-Added Tax (VAT) and Company Income Tax (CIT).
- PIT contributed R462.5 billion (38.0%)
- VAT contributed R297.8 billion (24.5%)
- CIT contributed R220.2 billion (18.1%)
- Customs contributed R49.4 billion (4.1%)
Every year SARS implements comprehensive initiatives to optimise revenue collections. The short-term Special Voluntary Disclosure Program, initiated to offer taxpayers the opportunity to declare off shore wealth raised R2,9 billion in taxes in the financial year from 827 processed SVDP applications from the 2024 applications received. The ongoing Voluntary Disclosure Program continues to perform well and has realised R10.8 billion since 2012 when the VDP was launched.
SARS collected more than R0.8 billion from the national Prominent Business Individuals project. This initiative was developed to ensure an end-to-end view of a taxpayer’s business profile and hence tax liability.
Invoking paragraph 19(3) of the Fourth Schedule of the Income Tax Act, SARS may request additional payments from provisional taxpayers based on the latest estimates of financial performance. This year SARS collected R10.7 billion from Paragraph 19(3) interventions.
For any tax authority, tax compliance is one of the key determinants of its revenue performance. SARS has seen a deterioration in compliance as indicated by the overall growth in outstanding returns across all taxes. More concerning though is the increasing tendency of business to withhold taxes such as VAT and PAYE collected on behalf of SARS. We have stepped up our outreach and enforcement programs and our call centres and offices made over one million outbound calls to taxpayers. Our outstanding returns campaign will be boosted this year to bring this matter under control. SARS is collaborating with the Department of Justice to expedite the prosecution of tax offences.
We also want to acknowledge the dedication and professionalism of our 13 500 staff members who have weathered severe reputational challenges to SARS, keeping the administration on course.

Pasta Was Linked to Weight Loss in a New Study–and We Know What We’re Having for Dinner Tonight
Finally, some good news about everyone’s favorite carb.
While your friends are off experimenting with the Whole30 plan or dabbling in the keto diet, here’s a refreshing bit of pro-carb news: Eating pasta has been linked with losing weight in a new study.
The research, which comes from (we can only assume) carb-loving study authors at St. Michael’s Hospital and the University of Toronto, examined the results from 30 different studies of people who eat pasta as part of a low glycemic index diet. On average, the pasta-eaters downed roughly a half-cup of noodles three times a week. Not only did they not gain weight, they actually lost a teeny bit—about one pound after 12 weeks.

“The study found that pasta didn’t contribute to weight gain or increase in body fat,” lead author John Sievenpiper, MD, PhD, a clinician scientist at St. Michael’s Hospital, said in a statement. “In fact, analysis actually showed a small weight loss. So contrary to concerns, perhaps pasta can be part of a healthy diet such as a low GI diet.”
Here’s the catch (c’mon, you knew it was coming): Don’t skim over that low GI part. Foods that rank high on the glycemic index cause rapid spikes in blood sugar, potentially leaving you feeling hungry shortly after eating. Low GI foods—those with a glycemic index score under 55—do the opposite, changing your blood sugar more gradually to keep you feeling full for longer, thereby helping you eat less and, potentially, shed pounds. Beans, lentils, chickpeas, and sweet potatoes are just a few naturally low GI foods you’re probably already eating.

The researchers (some of whom have received funding from Barilla in the past, it should be noted) pointed out that pasta is often lower on the glycemic index than other foods made with refined grains, like white bread. Still, this particular study, published in BMJ Open, only tells us about eating pasta in the context of an all-around low GI diet.
Sadly, this isn’t permission to make bottomless spaghetti a regular routine. “Future trials should assess the effect of pasta in the context of other ‘healthy’ dietary patterns,” the authors wrote. They also noted that we still need long-term research examining how dieters fare after a year or more on low GI diets that include pasta.
Following a low GI diet isn’t a magic bullet, as Health’s contributing nutrition Cynthia Sass, MPH, RD, previously wrote. For starters, plenty of obviously nutritious foods happen to have a high GI score. “Many super-healthy eats also rank high on the scale, while some less nutritious fare falls low,” Sass explained. “One great example: watermelon. It’s rich in healthy antioxidants like lycopene, and yet it’s higher on the GI than sponge cake!”

Previous research suggests pasta may also contribute to weight loss when it’s part of a Mediterranean diet. But no matter how the rest of your diet stacks up, it can’t hurt to employ a few smart tactics to make your favorite noodle dishes work even better for you. For starters, stick to portion sizes around half a cup. Consider white-flour pasta alternatives like whole-wheat or quinoa noodles for a boost of filling fiber. And don’t overcook your pasta. Noodles have the lowest score on the glycemic index when they’re al dente—aka slightly firm.

All you need to do is marinate naturally sweet nectarines with refreshing basil, hot chili, vinegar, and extra virgin olive oil for 30 minutes. Toast crusty Italian bread and pair it all with super-creamy burrata and quickly sauteed corn. Yum.

Pair the appetizer—which only requires 20 minutes of active time!—with a light entree, like poached salmon or healthier crab cakes, for an impressive menu with minimal prep.
How to Make It
Step 1
Place nectarines, basil, chili, vinegar, 1 tablespoon oil, and the kosher salt in a medium bowl, and combine gently. Set aside, and let mixture marinate for at least 30 minutes at room temperature or up to 2 hours in the refrigerator.
Step 2
Heat a stovetop grill pan over medium-high. Brush bread slices with oil, and grill until lightly marked on both sides, 4 to 5 minutes total. Add corn to the pan, and grill on all sides until warmed with a few charred spots. Use a sharp knife to slice kernels off cobs, and add them to the bowl with the nectarines.
Step 3
To serve, spoon the nectarine mixture onto a platter. Tear the burrata into 8 to 12 good-size pieces, and arrange them over the salad. Sprinkle flake salt evenly over burrata, and drizzle a little extra oil over burrata. Serve with the grilled bread.

When I checked out the website, my jaw dropped. What Hale failed to mention was what the homepage advertised: These “funny guys” were ripped Australian men with NSFW torsos. So next time I was visiting my family in Southern California, I felt a journalistic obligation to see what was happening over at Training Mate, too.
I only had 48 hours in California, so I brought my mom along for the 45-minute HIIT circuit. We checked in at the front desk and they took our photo (a trick they use to help the instructor match names to faces). From the start, founder Luke Milton and I were on a first-name basis.
The uproarious jokes were flowing after he confused my mom for my older sister and suggested we “sell our genes to Levi’s.” Milton talked as if everything he said ended with an exclamation point. His enthusiasm had me feeling motivated and less intimidated by the 50 lb. dumbbells and model-looking humans in my class.

We participated in the Sydney Circuit class, which involved nine exercises. After completing the first three, a mix of strength training and cardio, we repeated the same 45-second intervals three times. Ditto for exercises four to six and seven to nine. The class wrapped with an ab workout—outside! The snowstorm-exhausted New Yorker in me relished the core-blasting final minutes.
Some moments of the 45 minute class I could have done without—namely, the ropes. Half-marathon training did not prepare my arms for the pain they would endure trying to make waves with heavy ropes. I also tried (and ultimately failed) to balance on a BOSU ball while performing dumbbell squats.
The best part of Training Mate, though, is that what you do during those 45-second intervals is completely up to you. Each routine had at least three modifications, so we all had an individual experience in a group setting. Bye, bye, BOSU.

And can we talk about Milton? Not only did he give me a nickname—“Blakey!”—but he truly made me forget that I was exercising. From corny jokes (“Do you ladies work at a bakery? Those are some hot buns!”) to non-stop high fives, I was almost magically convinced the high intensity workout wasn’t so intense (the soreness I felt after served as a pleasant reminder).
I can also confirm that the abs and biceps are present and accounted for. The toned-torso lineup wasn't the same as the one shown on the website, but one impressively muscular attendee did take his shirt off (and inspired countless hot-guy jokes from Milton).
If you’re in the LA area, you might go for the abs, but you’ll stay for one of the best full-body workouts of your life. I broke a sweat, laughed hysterically, and left with all the energy I needed to kickstart my day…as well as an odd hankering for Vegemite.

Property mogul Pam Golding passed away at the age of 90 on Tuesday.
She was the founder of Pam Golding Property Group.
Golding died peacefully at her home in Wittebomen in Constantia, Cape Town, according to a statement from the Golding family.
Golding began her property empire in 1976, a time when the real estate industry was described as “male-dominated”.
“She quickly identified a niche in the market for a discreet and professional property agency in South Africa, in the process building a reputation for selling the country’s most luxurious homes and building integrity, trust and respect of the Pam Golding Properties brand,” read the statement.
Golding then opened up an office in London in 1986 and eventually expanded the business further abroad with her son and chief executive Dr Andrew Golding.
The company now has over 300 offices in Africa, Germany, France and Mauritius.
Last year, the property group received recognition as the Best Real Estate Agency in South Africa and Africa at the International Property Awards in Dubai.
It is the most awarded real estate company in South Africa and has won the award for Best Estate Agency in South Africa 10 times since 2005.
The company has been run by Dr Andrew Golding since she retired a few years ago. However, she remained the company’s Lifetime President.
“Admired and respected by clients and dearly loved by colleagues, agents and staff alike, her natural warmth and sincere interest in everyone she encountered were trademark characteristics which endeared her to all,” said the statement.
Golding is survived by sons Peter and Andrew, daughter Jilly and 10 grandchildren.
