XIAMEN, China – South Africa’s President Jacob Zuma arrived in east China’s Xiamen City on Saturday morning, to attend meetings of the 9th BRICS Summit scheduled from Sunday to Tuesday.
Leaders of other BRICS countries will also arrive in Xiamen for the summit. The theme of this year’s summit is Stronger Partnership for a Brighter Future.
China will host the largest ever BRICS Business Forum from Sunday afternoon to Monday morning. President Xi Jinping will attend the opening ceremony of the business forum and deliver a keynote speech.
On the sidelines, the Dialog between Emerging Market Economies and Developing Countries will be held under the theme of Promoting Mutually Beneficial Cooperation for Common Development.

New York – Maria Sharapova hit back at Caroline Wozniacki over a US Open scheduling row on Friday, saying of her bitter Danish rival: “I’m in the 4th round. I don’t know where she is.”
Wozniacki was furious that her second round match was played on an outside court while five-time major winner Sharapova was playing all of hers in Arthur Ashe Stadium.
The Danish woman said it was “unacceptable and questionable” for Sharapova, who is playing her first Grand Slam since the end of a drugs ban, to be given the showpiece court.
“With regards to scheduling, as you know, I don’t make the schedule,” said Sharapova after reaching the fourth round with a 7-5, 6-2 win over Sofia Kenin of the United States.
“I’m a pretty big competitor. If you put me out in the parking lot of Queens in New York City, I’m happy to play there.
“That’s not what matters to me. All that matters to me is I’m in the fourth round. Yeah, I’m not sure where she is.”
Wozniacki, who has never won a Grand Slam, lost her second-round match to Ekaterina Makarova on Wednesday after being scheduled on Court 5 before getting bumped up to Court 10.
“When you look on Centre Court, I understand completely the business side of things, but someone who comes back from a drugs sentence – performance enhancing drugs – and all of a sudden gets to play every single match on Centre Court, I think that’s a questionable thing to do,” fumed the Danish former world number one.
Sharapova, the champion in New York in 2006, returned from a 15-month doping ban in April but was refused a wildcard for the French Open while injury ruled her out of Wimbledon.
Her world ranking of 146 meant she needed a wildcard to get into the main draw at the US Open.
But she has responded to the decision by the US Tennis Association by knocking out world number two Simona Halep in the first round and recovering from a set down to beat Timea Babos in the second.
On Sunday, she will face Latvian 16th seed Anatasija Sevastova for a spot in the quarter-finals.
But she will need to cut out the errors that plagued her against 18-year-old Kenin, a fellow America-based player who was born in Russia.
She was broken three times and her 38 winners just offset 33 unforced errors.
“She had really nice words for me in the locker room, which was really nice,” said Sharapova, older than her opponent by 12 years and regarded as an idol by Kenin.
“I wasn’t surprised with the way she came out and competed. She was down I believe a few match points in the previous match.
“She’s a grinder. She’ll get many balls back. Despite not having the experience, she’s a tough player.”

The EFF took the decision after the DA voted to remove the Nelson Mandela Bay deputy Mayor, Mongameli Bobani.
The Red Berets issued the directive to punish the DA for what it calls, arrogance bordering on white supremacy.

The EFF has refused to vote with the coalition, saying the DA needs to change its attitude towards small parties and stop using bullying tactics against the UDM.
“And it seems as if the DA has overplayed their hand in Nelson Mandela Bay, seemingly in Tshwane and Johannesburg as well.”
A council meeting in Tshwane was also adjourned this week, after EFF councillors didn’t attend, and ANC members staged a walkout.

News24.com | Saldanha fishermen slam new marine bill
Cape Town – It was anything but smooth sailing for the Marine Spatial Planning Bill on Wednesday when members of Parliament came to consult the fishing community of Saldanha, GroundUp reported.
Members of Parliament’s portfolio committee on environmental affairs came to consult coastal communities along the West Coast on the bill.
The bill is intended to give effect to government’s Operation Phakisa and in particular the focus on the economic potential of the seas. The public participation process is scheduled to conclude in Parliament on Friday.
The bill, Department of Environmental Affairs director Gcobani Popose told community members, would enable an integrated system to guide the development, implementation and monitoring of Marine Spatial Management Plans in the country.
This would be better than the “silo” approach and would reduce conflict over the use of resources, and help to ensure these resources are used sustainably and for development.
In his State of the Nation address in 2014 President Jacob Zuma said of Operation Phakisa that South Africa’s oceans had the potential to contribute up to R177bn to the economy by 2033 compared to R54bn in 2010.
But Saldanha community members, mostly small scale fishermen, wanted to know who would benefit from unlocking economic opportunities.
‘Causing more trouble than solutions’
A fisherman from St Helena Bay, Gerald Cloete, appealed to lawmakers to take into account small scale fishers’ contribution to the formal economy.
He said Operation Phakisa was aimed at utilising the economic potential of the ocean. But, he said, “should we not start by first giving proper recognition to these fishermen and their contribution to the existing economy?”
“I am not saying Operation Phakisa will be a stillborn baby, I am not saying it will fail, but my problem is that we first need to recognise the existing economy and small scale fishers are part of that existing economy.”
Popose stressed that the bill would not replace existing legislation in departments such as Agriculture, Forestry and Fisheries (DAFF), Mineral resources and Environmental Affairs (as steering department), but would allow for better coordination of planning.
This means policies like the controversial fishing quotas and other regulations which are causing an outcry from fishing communities will mainly remain intact – something that Cloete sees as a concern.
“We are sitting with a department [DAFF] causing more trouble for our communities than providing solutions,” said Cloete. He referred to the Marine Protected Areas that limit traditional small scale fishing.
“Some of these are more than 100 years old and this bill highlights the importance of protecting marine resources, but how can we talk about protecting marine resources and then let those like us dependent on them to make a living, languish in poverty?” he asked, to cheers from the audience.
“So I’m asking you, let us start at the beginning and first recognise small scale fishing.”
“There is just no protection from DAFF and government should at least give us some kind of 20% or 30% usage of the Marine Protected Areas.”
‘Robbed of our daily bread’
Another local fisherman, Christo Koopman, was much more emotional in his plea to lawmakers.
“Wamee is die regering nou wee deu’meka” (What is government up to now?).
He pointed through the window to the bay, claiming the community was already feeling the impact of government’s Industrial Development Zone, which he said had undermined the whole fishing industry in Saldanha.
The Saldanha Bay IDZ, according to its website, is designed to be “a world-class, internationally recognised and respected South African marine engineering hub focused on the international oil and gas sector” which offers surrounding communities an opportunity to “transform their own landscapes of possibility”.
But Cloete said what he saw was “gas pipes, and the sea, the traditional fishermen’s primary source of income, turned into an industrial site”.
“We are robbed of our daily bread whilst the IDZ only seems to benefit some people,” Cloete told MPs.
Christian Adams, secretary of Coastal Links, also raised concerns that the bill “seeks to further dispossess small scale fishers and small scale fishing communities of either the fishing grounds they’ve historically fished in or the land adjacent to those fishing grounds”.
“You come here with a presentation telling us that one economy is more important than the other. So what you mean is that if our government decides that the gas and the oil economy is more important than the fishing economy — and we are already seeing this happening outside here — that the fishing economy will cease to exist. That is what this bill is telling me.”
“Just look at the drilling here in the bay for gas and oil by the likes of BHP Billiton. Where is that company based? Does this bill seek to enhance the economic opportunities for SA citizens or is it to benefit multinational companies like BHP, or Arcelor Mittal, the Guptas and them?” Adams asked to approval from fellow fishermen.
‘A huge impact’
He then took a swipe at the public participation process.
“The constitution demands that you consult with the public and now that you have, will it actually be taken into consideration? I don’t think so because we have made hundreds of submissions before Parliament,” Adams said waving papers in the air.
“We have written hundreds of thousands of words of public comments and nowhere do we see any movement happening for the betterment of the lives of small scale fishers.”
Adams told MPs small scale fishing communities had been fighting for a small scale fisheries policy since 2007.
He said Operation Phakisa would create 22 more Marine Protected Areas.
“So where are we going to fish? You come, you consult, you tick your box, you leave and it doesn’t matter because we don’t see you again. Yet the decisions you make have a huge impact,” said Adams.
Some of the community members present urged government not to take Phakisa (which in Sesotho means Hurry Up) so literally.
DA Councillor Andre Kruger reminded MPs that good balanced decisions usually took time.
“I support the use of the ocean economy to create jobs, but if we hurry we get the situation we have now. Let us make balanced decisions that are best for the economy, the environment and society,” he urged.

Harare – First Lady Grace Mugabe on Friday made her first public speech in the wake of her alleged assault of South African model Gabriella Engels, but made no mention of the incident.
Instead, the First Lady condemned factionalism tearing the ruling Zanu-PF party apart, and insisted that God still wanted her husband to lead Zimbabwe.
“God still wants President Mugabe to lead and he will tell us when he wants to step down,” she said, in comments carried by the state-run Herald.
Grace Mugabe was speaking to thousands of ruling party supporters at a rally in the central city of Gweru.
Gweru and the surrounding Midlands province are a stronghold of Vice President Emmerson Mnangagwa, who is accused of leading a faction vying to succeed Mugabe.
In an apparent jibe at Mnangagwa, the first lady said: “You must be loved by all provinces not just one if you want to lead Zimbabwe.”
On Thursday Mnangagwa was forced to deny claims by supporters that he had been poisoned by some of Grace Mugabe‘s ice cream served at a previous rally in southern Zimbabwe on August 12.
At Friday’s rally officials announced that the First Lady had supplied $15 000 worth of ice cream and yoghurt for youths attending the rally.
