Port Elizabeth – Verified death threats have been made against two senior Nelson Mandela Bay councillors, Nelson Mandela Bay Mayor Athol Trollip said on Tuesday.
He revealed at a press conference that chief whip of council, Werner Senekal, and the mayoral committee member for roads and transport, Rano Kayser, received the threats last week.
“Without going into too much detail, the information is that there are people who have been sent to carry out the execution of these two councillors. That would mean there is a hitman or a hit team that have been contracted,” he said.
Both councillors were present at the press conference, but neither elaborated much on the actual threats.

Kayser said both he and Senekal had received threats on the same day last week via SMS, while Senekal said he wanted to give the police space to investigate.
“We received threats that appear to be credible. I cannot speak too much about the information received without compromising the investigation that the SAPS are engaged with at this moment,” said Senekal.
Trollip said police believed the threats were credible and could possibly be linked to cases opened by the councillors.
“The South African Police Service believes that this may be linked to the two metro councillors who are currently facing charges of attempted murder and assault with the intent to do grievous bodily harm,” said Trollip.
“These charges arose from criminal cases opened by councillors Senekal and Kayser after the infamous council meeting of 27 October last year [2016], where both of these councillors were assaulted with dangerous objects,” he said.

Council brawl
The two councillors who have been charged are controversial African National Congress councillor Andile Lungisa and co-accused, ANC ward councillor Gamaliheli Maqula.
Lungisa is accused of smashing a heavy glass water jug against Kayser’s head during a heated brawl in the Bay’s council chambers in 2016.
Kayser sustained a deep gash in his head and a concussion and was hospitalised after the event. Senekal was allegedly stabbed in the back with a sharp object during the ruckus.
Both Lungisa and Maqula are expected to appear in court on Monday.
Lungisa also made headlines in March this year when he was controversially elected as Nelson Mandela Bay ANC chairperson, receiving the endorsement of President Jacob Zuma who flew into the city to congratulate him, before resigning from his position with immediate effect a mere two weeks later.
Lungisa had been forbidden to run for the position by party general secretary Gwede Mantashe, as he was already a member of the ANC’s Provincial Executive Committee.
Trollip needs ‘mental observation’
Lungisa however rubbished the claims that the death threats were related to the upcoming court case, saying they were bizarre accusations and could not be further from the truth.
“Trollip needs to go to the nearest hospital and check in for mental observation; clearly the stress of running the city is getting to him,” he told News24.
He accused Trollip of using the opportunity to bring the spotlight back onto the case against him and councillor Maqula.
“He is tampering with my integrity; it is very unfortunate in what he is saying,” he said.
Lungisa said both Kayser and Senekal were close colleagues of his.
“We talk together; we laugh and joke together. I sit behind Rano, we eat chocolate biscuits together,” he said.
Threats
On Tuesday, Trollip said: “We certainly are not saying that the threats came from the councillors. What we are saying is that there is information that suggests that the threats may be linked to the fact that this case is coming up before the court.”
He added that the councillors would go ahead with pressing charges against Lungisa and Maqula and would not be intimidated.
“Whatever the case may be, the following is certain: No amount of intimidation or plotting will deter us from leading this city,” he said.
Both Kayser and Senekal have been given special security details following the threats against them.

Doctors at Tygerberg Hospital managed to save a premature baby’s life after performing a balloon dilation procedure on his lungs.
It was the first time for the procedure to be performed on a premature baby in South Africa.
Wyatt Hermanus was born at the hospital on 24 March 2017 and weighed about 2kg. But soon afterwards he developed severe narrowing of one of his airways due to lung disease.
This caused air to become trapped in the tissue outside the tubes and air sacs of the lungs.
Head of Paediatric Pulmonology and Paediatric Intensive Care, Professor Pierre Goussard said in a statement that in order to save the baby’s life, the team needed to perform a balloon dilation.
“The technique involves using a catheter with an inflatable balloon to widen the lung. The widening of the lung would assist the patient in breathing better, which was crucial in order for the baby to survive.
“Under anaesthesia, a guidewire was inserted into the airway and then a balloon over the guidewire. A contrast was injected to see the length of the narrowing of the airway. A balloon was inflated to twice the normal car tyre pressure,” explained Goussard.

Dr Beth Engelbrecht, Head of the Western Province Department of Health said that technological advancements are critical markers of the academic proficiency of an academic environment.
“The Tygerberg/Stellenbosch University Team are to be commended for the advancement of medical science with ground-breaking developments,” said Engelbrecht.
The procedure was performed successfully and Wyatt was scheduled for a follow up bronchoscopy in June, where doctors examined his airways. More dilation may be required in the future, but right now, Wyatt’s lung has been saved.

JOHANNESBURG – A truck driver is in a critical condition in hospital after crashing into the wall of a parking lot on the corner of William Nicol Drive and Kingfisher Road in Fourways on Tuesday.
The crash opposite the Montecasino entertainment complex brought traffic to a standstill.
There were no fatalities but about 10 cars were damaged.
Netcare 911 spokesperson Nick Dollman said the truck driver was coming from the N1 to Fourways when he appeared to lose control of the vehicle.
“Reports from the scene indicate that the large flatbed truck crashed through a thick stone wall and then down into the car park area of an office below,” Dollman said.
“The incident and preceding events will form part of a police investigation. Paramedics attended to the 30-year-old male driver, who was severely trapped in the wrecked cab.
“The Netcare 911 rescue unit was on scene as well as fire fighters from the City of Johannesburg and their specialised heavy rescue unit, who were called on to use specialised equipment to access the victim and free him from the truck, which was a difficult and lengthy process.”

Dollman said the driver was airlifted to hospital and that William Nicol was closed to traffic while the helicopter was at the scene.
“The scene will probably take several hours to clear and spectator value is likely to have a negative impact on traffic flow for the duration of the clean-up and recovery process,” he said.

Port Elizabeth – While there has still be no official confirmation, the Kings and Cheetahs are expected to be unveiled as new entrants into Europe’s Pro12 in the coming days.
And while that is fantastic news for both of those franchises considering that they have been axed from Super Rugby 2018, it does come with its own set of unique challenges.
The new-look tournament is expected to get underway in September, which leaves both franchises with roughly two months (probably less) to get their houses in order for the new competition.
For the Kings and coach Deon Davids, it is a serious challenge, based largely on player availability.
“A lot of the players would have loved to stay but at the time there was a lot of uncertainty in terms of where we were going, Davids told Sport24 on Tuesday.
“A lot of the players accepted Currie Cup contracts at other unions and deals overseas, so there is not a lot of continuity that is going to take place.
“The biggest concern is that if we have to now go into an international competition that starts in September it will be a totally new squad that has to be put together. We will be in the same position we were in in 2016, which is very concerning.”
Davids is no stranger to being thrown into the deep end.
Ahead of the 2016 Super Rugby season the Kings were in financial ruin and had to be rescued by SA Rugby. Davids was given a group of players that had not played together and asked to turn them into a competitive force in no time at all.
Naturally, the 2016 season was a struggle for the Port Elizabeth-based side as they limped to just two wins all year.
But, in 2017, Davids sparked a revival that saw the Kings win six of their 15 matches to finish ahead of the Bulls, Cheetahs, Sunwolves, Force, Reds, Waratahs and Rebels on the overall log.
Along the way, they developed a reputation for being a side that could attack from anywhere and they scored some scintillating tries.
Now, should they relocate to the Pro12 – or Pro14 – as expected, they will have to start over.
Davids, though, does not want to alter too much in the way of philosophy.
“I don’t think I will change my approach a lot,” he said.
“I think players need to have options available to execute what is needed without changing too much. We have to sit down and see what challenges we will face in the new competition.”
Weather conditions are an obvious factor.
“If it is in Europe, then some games we will play in extreme conditions when it’s cold and wet,” the coach said.
“Then when we come back home it will be totally dry fields. We have to adapt when we go over there and they will have to adapt when they come over here.
“We will have to find a balance and make sure that we have systems and structures in place that enable us to do that, and we will have to have the players that can play according to that plan.
“The basics will stay the same. The set pieces will have to be strong, whether you play here or there. Your playmakers will have to have to have the ability to either to attack the line well or have a good kicking game.”
Davids said he is expecting official confirmation of where he his side will play this week. He knows that he is in for a proper challenge.
“There is never enough time to prepare. It’s going to be a huge ask, to be honest,” he acknowledged.
“I’ve got no idea when we will start, what the squad will look like, what players are available … it’s going to be very difficult.
“At this point in time it’s just a ‘wait and see’ situation.”
The other minor issue is that Davids’ contract with SA Rugby expires at the end of the year, which would fall mid-tournament.
But there is still time to sort that out and it is hard to see SA Rugby or the Kings looking elsewhere after the hugely impressive season the Kings have just had under Davids.
“I have enjoyed my time at the franchise and I think it’s a special place with special people,” he said.
“If I am given the opportunity to build something special I would enjoy to be a part of it. I know it’s going to be hard work, but we’ve shown that with the right people and plan we can achieve things.
“It will require a lot of patience and a lot of effort … it’s a project that I think will maybe shine in the next three or four years. For the first year or so it will be very tough.”

Medical aids may know their fate by 2020 under NHI
Medical aids may know their fate under the National Health Insurance (NHI) by 2020, says Paresh Prema, the head of benefits management for the Council for Medical Schemes.
The two may be reluctant but important bedfellows
The NHI white paper, released in late June, envisages that under the new scheme the government will become the single largest purchaser of health services for all South Africans and that medical aid schemes will provide “complementary cover”. Although details are still emerging about the future role of private schemes, the idea is that a smaller number of medical aids, providing fewer options, will exist when the NHI comes into being.
Matsoso says the department will first have to ensure that all the country’s 83 private medical schemes are operating lawfully. In the meantime, it is working with private medical aids to reduce the number of benefit options on offer to members – to bring the services in line with the complementary cover principle.
Law is to blame for medical aid costs
Barry Childs is the chief executive at Insight Actuaries and Consultants. He argues that the way the law currently regulates benefit options, coupled with the large number of medical aid schemes in South Africa, makes the schemes unsustainable.
The Medical Schemes Act prevents medical aids from pooling funds between benefit options or other schemes, he says. In other words, each benefit option must sustain itself and this pushes up premiums, Childs argues.
Poorer South Africans have borne the brunt of premium increases. Research has found that middle-income households with medical aid spend about 20% of their household income on fund contributions, compared with the wealthiest households, which use about 7% of their income on monthly cover.
Childs says regulations contained in the Act are to blame: “There is no other way medical schemes could look, given the regulatory pathway we followed.”
The Medical Schemes Act is one of almost a dozen acts that must be amended to introduce the NHI. Prema says the Council for Medical Schemes aims to finalise all NHI-related legislation by 2020.
Private sector not cooperative in information sharing
But for now, the health department will seek to work with – and learn from – private medical aids and administrators.
Matsoso explains: “Existing medical schemes and administrators look after millions of South Africans – that capacity does not yet exist in the public sector.
“The role of medical aids will only be changed when the NHI is fully matured. Only once we have tangible results to show South Africans will we decide how existing medical aids will change.”
But the private sector has been less than cooperative in the past, says Gavin Steel, chief executive of sector-wide procurement at the health department. Steel says the department struggled to find corporate partners to help to develop its electronic database of essential medicines in 2013. The system will now become the heartbeat of the NHI, he adds.
He explains: “We will soldier on. The question is whether the private sector has the appetite to partner with us – and can they keep up?”
