Johannesburg – Divisions in the ANC leadership contest over how to manage the succession battle for the positions of president and deputy president have deepened.
This has emerged on the sidelines of the ANC’s national policy conference underway in Nasrec, where delegates are lobbying each other ahead of the hotly-contested December elective conference.
The ANC Youth League and the Northern Cape ANC have rejected KwaZulu-Natal’s proposal for the loser of the presidential race to automatically become deputy president.
The party’s biggest province made the proposal in an attempt to end slate politics that have fractured the party, leading to splinter groups.
“We must not go for slate politics, we must accommodate each other, if there is a strong view that Nkosazana Dlamini-Zuma and Cyril Ramaphosa must be president, let them contest each other, but the loser becomes deputy president, minimising a situation where we have victors and vanquished,” ANC KwaZulu-Natal leader Sihle Zikalala said.

Everyone must be accommodated, so that we don’t have people leaving the conference bitter, he said.
The Northern Cape has labelled the proposal “excitement” over succession talks. The National Executive Committee delegated provincial chairpersons and secretaries to start talks on the leadership battle, in an attempt to minimise fallouts after the conference.
ANC Northern Cape chairperson Zamani Saul said the proposal takes away the powers of the branches to decide who should lead the party, and leaders are appropriating the right to choose ANC leadership.
But the proposal has been rejected by both the Northern Cape and ANCYL in KwaZulu-Natal and nationally.
“We can’t come up with such a proposal, putting up leadership by arrangement. ANC branches will nominate who they want and go to conference to elect; you will be eroding the very essence of democratic contestation of ANC leadership,” Saul said.
Remove the ‘kingmaker syndrome’
The ANCYL said the political arrangement would reduce the ANC to a “chieftainship” and would be a violation of the party’s constitution that says every position must be contested, ANCYL president Collen Maine told News24.
“So it’s not going to be automatic, this means if there are four candidates losing should they then all four be deputy presidents?
“As it stands, we’ve got our top seven and we stand by that because nobody has persuaded us otherwise thus far,” Maine said.
The ANCYL has nominated Dlamini-Zuma for president, with Mpumalanga chairperson David Mabuza as deputy.
But the KZN proposal received support from the Eastern Cape, the second largest ANC province. Provincial secretary Oscar Mabuyane said it would remove the “kingmaker syndrome” and factionalism.

Mabuyane said the economic transformation commission had already begun debating the proposal.
“I once raised the issue myself in one of the NEC meetings, saying when we grew up in the ANC structures, at some point you had that system. When two people are contesting each other, the one who loses becomes a deputy.”
He said that the ANC in KwaZulu-Natal had perfected the system and the idea was not “far-fetched”.
“We are really trying to come up with practical solutions to deal directly with issues of slates. As long as ANC is unable to deal with slates, the ANC will continue being plunged into crisis after crisis… We are all busy looking for a permanent panacea to the organisational challenge that we have.”
Mabuyane added that he did not see any issues with the proposal, as the two presidential hopefuls Dlamini-Zuma and Ramaphosa had worked together in the past.
‘ANC a voluntary organisation’
“We want to have a collective leadership of the ANC. These people have worked together for a very [long] period.”
We should not allow for people to have proxy battles around the leadership of the ANC, he said.
“The leadership of the ANC are not representatives of certain individuals. The national leadership has a responsibility to oversee the entire organisation. As long as people are nominated at that level that simply tells that they are competent to lead the ANC, so it’s not a bad idea.”
But the ANCYL in KwaZulu-Natal said unity cannot be built through positions, but should be by policy proposals adopted at the conference.
“ANC is a voluntary organisation; everyone is a volunteer here, you are not entitled to be a president or deputy president,” provincial secretary Thanduxolo Sabelo said.

He said they are yet to be persuaded to change their leadership preferences.
The ANCYL’s other preferred leaders are Free State Premier Ace Magashule as the secretary general, Jessie Duarte as the first deputy secretary general, Fikile Mbalula as the second deputy secretary general, Nathi Mthethwa as the chairperson and Maite Nkoana-Mashabane as the treasurer general.
Free State Provincial Executive Committee treasurer Mosebenzi Zwane said he was confident that the candidate his province announces will become president.
The province is yet to announce its preferred leadership to succeed President Jacob Zuma, but they are widely expected to back Dlamini-Zuma.
“If you ask me this question in September, I will be able to properly respond. What I know is that ANC is dynamic, it will find a way in that dynamism. We will also allow branches to speak. Once we have spoken, the candidate will be president,” he said confidently.

Cape Town – He may not be a part of the team, but Proteas Test captain Faf du Plessis says he will be South Africa’s number one fan when they take on England in the first Test at Lord’s from Thursday.
Du Plessis will miss the match because he is in South Africa with his wife, Imari, as she recovers after the birth of the couple’s first child.
Imari gave birth to a baby girl on Thursday last week, but it was reported to be a ‘difficult’ birth and Du Plessis decided to stay in the country for longer than anticipated as a result.
He is expected to be in England by the time the second Test gets underway at Trent Bridge on July 14, but Dean Elgar will captain the side at Lord’s.
Du Plessis took to Twitter on Monday to voice his disappointment at not being able to play in the Lord’s Test, but he did have an encouraging message of support for his team-mates.
Theunis de Bruyn is expected to slot into the middle order in Du Plessis’s absence.

eNCA | Human Rights Commission slams BLF for intimidating journalists
CAPE TOWN – The South African Human Rights Commission (SAHRC) on Monday expressed “grave concern” at the intimidation of journalists by the Black First Land First (BLF) movement.
Some BLF members, whose group was reportedly funded by the Gupta family, marched to Peter Bruce’s house in Johannesburg last week, demanding that he stop writing about the family.
Bruce is the editor-at-large of Tiso Blackstar, formerly Times Media which owns Times Live, and a former editor-in-chief of Business Day.
When Business Day editor Tim Cohen arrived at Bruce’s house to show his support, he was reportedly manhandled by the angry mob.
The BLF issued a statement in which it listed other white journalists whom it said were next on their target list.
The list included EyeWitness News’ Stephen Grootes and Barry Bateman, amaBhungane’s Sam Sole, and News24 columnist Max du Preez.
In a statement, the SAHRC condemned threats by the BLF to protest at the homes and places of worship of members of the media.

“A free press is a cornerstone of our constitutional democracy. Any attempt to threaten or intimidate the media is an attack on our democracy and is a violation of our Constitution,” the commission said.
“Further, section 15 of the Constitution guarantees freedom of religion, belief and opinion.
“As such, threats by BFLF to protest at places of worship of members of the media, is an infringement of this right.”
The SAHRC called on BLF to respect the “media’s right to operate without fear or favour, and to immediately stop intimidating and harassing journalists.”

If the Gupta family only came to South Africa to steal state money and become fabulously wealthy, we could have written off this tragic chapter in our history as a bad episode we could learn from.
But it is now becoming abundantly clear that they have a devastating impact on our democracy, our freedom, our economy and our political culture.
The Guptas’ toxic presence, their subversion of our public discourse and compromising of so many politicians and civil servants have torn our national fabric and will take a long time to undo.
I am one of a group of journalists who has to go to court today to ask for protection from a Gupta surrogate. The last time I felt threatened like this as a journalist was during the nasty late 1980s, when the PW Botha regime tried to neutralise me, literally and figuratively.
The ANC governments since 1994 have never given journalists the impression that they are under siege. And then the Guptas arrived and took over.
Black First Land First (BLF), a small group of vigilantes who are, we learnt recently, funded by the Guptas, last week physically intimidated two senior editors and threatened a number of us by name.
It was this same small gang that recently assaulted people assembling near the Guptas’ Saxonwold stronghold.
They call white journalists critical of the Guptas’ actions “racists” and the black ones “askaris” and threaten to “deal with us” at home and at our “place of worship”.
The fact that the leaked Gupta emails exposed the Gupta brothers as anti-black racists – one Gupta brother even called a black employee a monkey – makes the BLF campaign even more transparent.
Investigative journalists have established that the unprecedented onslaught of fake news – real fake news – and underhand social media campaigns we’re experiencing at the moment have their roots in Gupta-aligned circles.
They are also reported to be financing a website called WMCLeaks that is advertising on Facebook and is used as a base from which to launch mass attacks on Twitter.
The Guptas’ television channel, ANN7, is a malicious and crude propaganda tool with little regard for the facts and is being used to attack Gupta and Zuma critics.
But the Gupta toxicity goes a lot deeper than propaganda and the undermining of free speech and decent, open discourse.
Take the case of Mosebenzi Zwane, minister of mineral resources.
We know that as Free State MEC he assisted the Guptas in getting their hands on a multi-million rand dairy farm, and we know that some R30 million of the state’s money meant for the farm were then rerouted to pay for the controversial Gupta wedding at Sun City in 2013.
We have good reason to believe that the Guptas were behind Zwane’s appointment as mineral resources minister, and we know that they then flew him to Europe to help them buy a mine that does business with the state.
We know that they helped him pay his medical costs and our common sense tells us that they had him rewrite the Mining Charter in such a way that the Guptas now qualify as previously disadvantaged black businessmen. (They arrived in South Africa in 1993.)
And yet Zwane is still firmly in his powerful position; as we speak he sits in the front rows at the ANC’s policy conference as if it is the most normal thing in the world.
We know that the Guptas, with the help of President Jacob Zuma’s proxy, his son Duduzane, had offered Mcebisi Jonas R600 million and the job of finance minister if he was prepared to do their bidding.
Nothing has come of that. No investigation, no prosecution.
Several other senior ANC politicians and officials have told us similar stories, and nothing happened.
The Guptas have corrupted and compromised a number of very promising and talented politicians and public figures, like Brian Molefe.
In fact, the Guptas can take much of the credit for ripping the oldest liberation movement on the continent apart and turning it into a party at war with itself.
There is substantial evidence suggesting that the Guptas put pressure on Zuma to get rid of their nemesis, Pravin Gordhan, as minister of finance four months ago – an act that seriously hurt the national economy.
I believe reports that the Guptas pushed for Molefe to replace him with Malusi Gigaba their second choice. The ANC’s top leaders vetoed Molefe.
We know Gigaba was the minister who had swept his department’s objections aside and granted some of the Guptas early citizenship and that he had appointed several Gupta proxies on some state-owned enterprises – mostly with disastrous consequences and reports of “commission” of amounts in the billions on foreign purchases.
We have ample reason to believe that the Guptas have enough clout at the top to get state bodies like the South African Revenue Service, the Hawks and the national prosecuting authority to do their bidding.
We remember the Gupta pawns’ orchestrated a campaign against the Reserve Bank and it shouldn’t have come as a surprise when the new Public Protector recently joined in.
This has become the new normal: a wealthy (they are, now) business family who had massively enriched the president’s son and have a close relationship with the president himself, has as much or more real power than the Cabinet or the top structure of the governing party.
This can only undermine the legitimacy and credibiity of the state in the eyes of the citizens.
Worst of all, the Guptas have cynically (and quite successfully) launched a campaign to divert attention from their abuse by positioning “white monopoly capitalism” as the country’s real enemy and taking an axe to the already fragile race relations in the country.
They know that if South Africa collapses into a Venezuela-type mess, they will be unaffected. Dubai the Beloved Country.
The saddest part of this whole saga is that it was made possible by the acquiescence of the president of the country and other senior ANC politicians and civil servants.
And still the show goes on.

JOHANNESBURG – Economic Freedom Fighters leader Julius Malema will appear Newcastle magistrate’s court on Tuesday for allegedly inciting and instigating the EFF to trespass and to illegally occupy any vacant land.
“The new charge brought against the CIC Julius Malema is on Incitement To Commit A Crime To Wit: Trespass In Contravention Of Section 1(1) Read With Section 2(1) Of Trespass Act. Act 6 Of 1959 As Amended By Criminal Law Amendment Act 59 Of 1983,” the EFF said in a statement.
The trial is set for two days.
Malema has previously appeared in the Bloemfontein magistrate’s court on similar charges.
Malema is accused of calling for land invasions during the EFF elective conference in Bloemfontein in December 2014.
