Senior Procurement Officer
Purpose:
- To buy goods and services in support of the operation activities of the division.

Drug mule Nolubabalo Nobanda may have spent her first Christmas at home in eight years but she still ate Thai food on December 25, according the Sunday Times.
Nobanda was arrested at Bangkok’s Suvarnabhumi Airport in December 2011 after getting off a Qatar Airways flight when approximately 1.5kg of cocaine, with an estimated street value of R1.2m was found in her dreadlocks, News24 previously reported.
She told Thailand authorities at the time of her arrest that she had been hired to deliver the drugs to a customer at a hotel in Bangkok.
Initially sentenced to 30 years in prison, Nobanda’s sentence was first halved and then reduced by a further two-and-a-half years in May, News24 previously reported.
Nobanda told the Sunday Times that the staple food in prison is rice and soup.
“Missionaries used to visit us – especially foreign prisoners – on Christmas. They would bring us lunch, if they could, and small presents just to brighten up the day and prison life.”
Learnt to cook
Thailand recognises Buddhism which does not celebrate Christmas.
Nobanda who learnt to cook Thai food while in prison served this to them on Christmas day.
Her mother was happy to have her child home this year to join in celebrations.
“It would be hardest during family time, like Christmas, and hard for us to be jolly and be fully in the festive mood because of her not being around. But this year our prayers have been answered,” she told the publication.
Nobanda now has a Unisa communication science degree which she achieved while in prison. She has however found it hard to adapt since returning to South Africa.
She said many of her friends have married while others have had children.
“Their lives have moved forward while mine was stuck in one place. When I left, my sister was nine, now she is 18.”

News24.com | Murder suspect who fled from Joburg High Court rearrested after being on the run for 20 days
A suspect, who escaped from the Gauteng High Court in Johannesburg, was among more than 800 people arrested in a police crackdown over the weekend in Gauteng.
Police confirmed on Sunday that Africa Nkuna, who escaped on December 9, was rearrested.
During the chaotic scenes at the court on the day, three other suspected were rearrested, while another was shot dead. Nkuna, who was in court for a murder charge, managed to exit the court and was on the run before being rearrested by Kagiso police on Saturday.
Police spokesperson Captain Mavela Masondo said police and detectives from the Kagiso Crime Prevention Unit intercepted a Nissan Mpendulo minibus that Nkuna and his friend were making use of.
He said Nkuna now also faces charges of escaping from lawful custody and attempted murder.
Masondo noted that Gauteng’s Safer Festive Season Operations saw more than 850 suspects being arrested for various crimes.
He said 199 suspects were arrested in Johannesburg as police were conducting roadblocks as well as stop and searches.
“Drunk driving topped the list as 39 offenders who have been found driving motor vehicles while under the influence of alcohol were detained.”

Meanwhile, police in Ekurhuleni also worked jointly with other law enforcement officers and arrested more than 360 suspects.
These were for crime ranging from house robbery, rape, assault, malicious damage to property, possession of drugs, car hijacking, reckless and negligent driving and attempted murder.
In Tshwane, unlicensed liquor stores were raided, resulting in 10 of the outlets being shut down for non-compliance. Large volumes of liquor were also confiscated during the operation.

Centurion – While man-of-the-match Quinton de Kock, Vernon Philander, Kagiso Rabada and Anrich Nortje finished the first Test against England at Centurion as the obvious South African heroes, there was another superb performance in the form of debutant all-rounder Dwaine Pretorius.
His returns perhaps didn’t make for the most glamorous reading, but they were incredibly important given the match situations at the time.
Pretorius’ knock of 33 in South Africa’s first innings saw him share in an 87-run stand for the sixth-wicket with De Kock (95), taking the Proteas from a worrying 111/5 to 198/6 as they batted their side back into a position of control.
It was with the ball, though, where Pretorius was most impressive.
Operating as the fourth seamer in the attack, the 30-year-old carded figures of 1/23 (8) and then 1/26 (16).
It meant that, throughout the Test match, Pretorius went at just a little over two runs per over and that is part of the reason that captain Faf du Plessis was so pleased with his efforts.
Having a consistently performing all-rounder is not a luxury the Proteas have always had in their Test ranks.
The likes of Andile Phehlukwayo, Wiaan Mulder, Chris Morris, Wayne Parnell and Ryan McLaren have all been fielded by the Proteas in recent years with varying degrees of success, but there has perhaps not been the importance placed on the role that there is now.
New head coach Mark Boucher has openly stated that he values all-rounders, while Du Plessis confirmed on Sunday that it was a tactic he was looking to explore more on the journey ahead.
“We’ve been thinking about that for a while,” he said at SuperSport Park.
“It’s just so much easier for me to control different bowlers if you do have an all-rounder in your side.
“It is something moving forward, in South Africa, that is very important having a guy that can bowl you 10 or 15 overs and can score runs.
“Dwaine domestically has batted the best out of all the all-rounders and scored the most runs and the stats are there to prove that he has probably been the best allrounder.
“In this game he was brilliant. He bowled his 10 to 15 overs going at 1.5 or 2 … it’s exactly what we needed as a team.
“In the past, even on wickets that didn’t spin, I would have to go to Kesh and luckily he has produced. But on a wicket like this that is more suited to seam bowlers.
“As a team we are much more balanced with something like that and now it’s about growing more all-rounders in the country.”
The other option with the current squad is Phehlukwayo, but consistency in his batting has been a problem.
Du Plessis, though, insists that work is being done on the 23-year-old all the time.
“That’s why Andy is also here trying to improve his game and work with some really good batting coaches,” said Du Plessis.
“His bowling is good enough to be a Test player and batting is still about getting him to know how to score runs.
“He is still very young, and he hasn’t played a lot of first-class cricket but he’ll get there. It’s just about putting some great minds around him and then he’ll grow.”

The ease of online purchasing could be making things worse for people with so-called “buying-shopping disorder” (BSD), new research shows.
BSD is still debated as a stand-alone diagnosis, and hasn’t yet been included in the psychologists’ bible, the Diagnostic and Statistical Manual of Mental Disorders.
But that’s probably only because not enough good data on the condition exists, said the author of a recent study into online shopping addiction.
There’s a “relative lack of published scientific literature,” said Dr. Astrid Muller — but psychologists have long dealt with such cases.
“There is well over 100 years of clinical history describing dysfunctional buying or acquisition excesses that interfere with daily life, and are associated with significant clinical distress and impairment in important areas of functioning,” said Muller. She’s head psychologist in the department of psychosomatic medicine and psychotherapy at Hannover Medical School in Germany.
BSD is defined as an “extreme preoccupation with shopping and buying [and] to impulses to purchase that are experienced as irresistible,” Muller said.
The condition can cause real harm, including post-purchase guilt and regret, a sense of loss of control, family conflict over excessive purchasing, and financial distress.
According to Muller, BSD is thought to affect about 5% of people globally. And in the 21st century, it has moved online.
Reporting in the current issue of Comprehensive Psychiatry, Muller’s group tracked the online shopping habits of 122 patients already diagnosed with BSD.
Study patients ranged in age from 20 to 68 (at an average of about 43), and more than 75% were women. All were already seeking treatment — which usually takes the form of cognitive-behavioral therapy — for their shopping addiction problem.
Participants were asked to complete a number of diagnostic questionnaires, including the so-called “Internet Addiction Test” and the “Pathological Buying Screener.” All were also assessed for anxiety and depression.
In the end the team concluded that a third had developed an online shopping version of BSD. These individuals tended to be younger, and typically had more severe anxiety and depression.
According to Muller, people with BSD may have their reasons for preferring one shopping venue over another.
“Some individuals with BSD may always prefer shopping in brick-and-mortar-based stores because they appreciate the opportunity to touch merchandise, try out goods, enjoy the stimulating traditional retail environment, and experience comfortable social interaction with salespersons,” she explained.
But some BSD patients may be especially attracted to online purchases, because shopping via the web involves such a huge variety of products. It’s also easy, quick and has “the opportunity to buy unobserved and secretly,” Muller said.
“All contribute to the migration of traditional buying-shopping disorder to the online retail market,” she concluded.
Dr. Petros Levounis is chair of the department of psychiatry at Rutgers New Jersey Medical School, and chief of service at University Hospital in Newark, N.J. He wasn’t involved in the new research, but said any new data on BSD is crucial.
“We’re not close to having all the research we would like to have for issues like BSD, which is part of an emerging group of disorders called behavioral addictions,” Levounis noted. “These include compulsive suntanning, gambling and compulsive internet gaming. But they also include behaviors that are usually part of everyday life, and which for most people are helpful. Things like exercising, eating, emailing, texting, and, yes, shopping.
“But what we do know is that for people who are addicted these behaviors are like a drug,” said Levounis. “And the fewer the barriers to the addictive behavior, the greater the potential for negative consequences.
“So if you have BSD, and you find that you don’t have to go to the mall to shop, if everything is just a click away, then that is very, very compelling,” he said. “And it certainly has the potential to turn your disorder into even more of a problem than it was before.”
