Pretoria – Zimbabwean President Robert Mugabe has sent his best wishes to the ANC for a successful elective conference which has already been mired by the Eastern Cape provincial conference held this weekend past.
During his opening remarks of the annual Bi-National Commission held in Pretoria on Tuesday, Mugabe said the ANC should not be torn.
“We wish the ANC every success at the congress so that it can continue into the future, breed and strengthened,” said Mugabe.
He added that the ANC played an integral role as a liberator on the African continent.
In the build-up to the national elective conference, the Eastern Cape held its provincial elective conference over the weekend which was embroiled in a factional spat while KZN took the provincial executive committee to court over the validity of the 2015 elective conference.

The Eastern Cape conference started on the wrong foot after members disrupted events on Friday night, while others who attempted to storm the venue on Saturday night had to be dispersed with stun grenades.
Violence erupted at the conference in the early hours of the morning on Sunday, during the adoption of delegates’ credentials.
Seven delegates were taken to hospital and one was wheeled out of the conference venue on a stretcher. Footage obtained by News24 showed delegates throwing chairs at each other.
Meanwhile, the party’s national executive committee (NEC) was working towards resolving problems faced by the KZN provincial leadership.
Several ANC KZN members took their provincial executive committee (PEC) to court to challenge the validity of the 2015 elective conference.
The Pietermaritzburg High Court found the conference and the election of the PEC unlawful.
The KZN PEC is currently appealing the judgment.
Johannesburg – The Congress of South African Trade Unions (Cosatu) has apologised unreservedly for the barrage of insults hurled at City of Johannesburg MMC for Public Safety Michael Sun, saying it doesn’t condone racism or racial discrimination.
At the Cosatu protest against state capture and corruption last Wednesday, marchers stopped outside the Johannesburg City Council to hand over a memorandum to Mayor Herman Mashaba. The mayor was not available to come and sign the memorandum himself, and sent Sun to stand in for him.
News24 heard marchers call Sun a “fong kong”, and tell him to go back to China. Sun is a South African-born citizen of Chinese descent.
The crowd, as well as an official who accepted the memorandum, did not give Sun a chance to speak. Sun stood in silence as more offensive slurs were thrown his way, while South African Communist Party (SACP) secretary general Blade Nzimande looked on, along with other leaders.
The crowd also mimicked sounds made in Kung Fu movies during fights.
‘Cosatu will never condone any form of racism’
When Sun was signing the memorandum, some in the crowd shouted that he should not sign in Chinese. They also said that Mashaba had sent Sun – who a Cosatu official referred to as “Mr Lee” – because he was scared of workers and had therefore sent someone who knew karate.
They called Mashaba a sell-out. Mashaba threatened to take the organisations to the South African Human Rights Commission (SAHRC) if they did not apologise by Sunday.
Cosatu came out on Tuesday morning, apologising for any embarrassment and hurt caused by the derogatory statements.
“Cosatu will never condone any form of racism or racial discrimination. We have concluded that the statements made against Michael Sun were intolerant, patronising and hurtful and could be easily interpreted as bigoted. That is not what our organisation stands for,” read a statement.
Cosatu’s Sizwe Pamla was not available for comment.

JOHANNESBURG – The South African Police Service management has begun laying disciplinary charges against striking 10111 crime call centre staffers who failed to return to work as instructed, a police spokesman said on Tuesday.
Police spokesperson Brigadier Vishnu Naidoo said the South African Police Union was aware of a binding signed agreement and that they could no longer claim that this was a protected strike.
“While the majority of these employees have returned to work, some have not and the necessary disciplinary action is being instituted against those members that have chosen not to return,” Naidoo said.
Members of Sapu stood their ground last week when police management instructed them to return to work by Friday or face disciplinary charges because the strike was unprotected.
This followed the agreement that SAPS said it had signed with majority union Popcru (Police and Prisons Civil Rights Union) at the industry’s Safety and Security Sectoral Bargaining Council (SSSBC) in August.
Sapu said it would not sign the agreement as it did not address their demands. It further threatened to take the SAPS to court.
The union said this week that it would intensify its strike and march to the seat of government, the Union Buildings in Pretoria on October 16.
The crime call centre workers first downed tools in July after wage negotiations deadlocked.
The strike was temporarily suspended a few days later as negotiations resumed at the Commission for Conciliation, Mediation and Arbitration.
The union then resumed the strike after accusing rival union Popcru of stalling the CCMA talks.
The workers have demanded salary upgrades to be at the same level as other call centre workers at the department of home affairs, South African Social Security Agency, South African Revenue Services and the presidential hotline, among others.
The salary upgrades were recommended in 2013 by a task team set up by former police commissioner Riah Phiyega.

CAPE TOWN – Cape Town mayor Patricia de Lille and Mayco councillor JP Smith have been placed on special leave.
The move follows a fallout, which has played out in the media.
It started when Smith questioned the closure of the city’s special investigating unit, saying this could be linked to alleged irregularities at De Lille’s home.
De Lille hit back, saying Smith wants to play cowboys and crooks.

She also defended security upgrades to her home, saying she paid for them.
De Lille and Smith are barred from party activities until an investigation takes place.
This won’t affect their government positions.
The DA elects a new provincial executive this weekend.

University Medical Center spokesperson Danita Cohen said 26 people were admitted to the hospital.
Dozens of patrol vehicles descended on the Strip after authorities received reports of an active shooter near the Route 91 Harvest Festival.
Some officers took cover behind their vehicles while others carrying assault rifles ran into the Mandalay Bay Hotel and Casino.

Mass shooting in Las Vegas
Gunshot victims were being transported to hospitals after a mass shooting in Las Vegas on Sunday.
University Medical Centre spokesperson Danita Cohen said the Las Vegas hospital is taking in “several” people with gunshot wounds.
She didn’t have any more immediate information.Authorities shut down part of the Las Vegas Strip after receiving reports of an active shooter.
Officer Aden Ocampo-Gomez said deputies were heading to the scene on Sunday near Mandalay Bay Hotel and Casino.
No further information was immediately known.
Polokwane – Limpopo detectives have launched a manhunt for a person who threatened to hurt and kill Polokwane Mayor Thembi Nkadimeng and her family.
On Thursday and Friday, she received threats on her cellphone from a man who said he wanted to kill her and burn her house, said provincial police spokesperson, Lieutenant-Colonel Moatshe Ngoepe.
“The motive behind these threats is still unknown but the police investigations will tell as they are still unfolding.”
The alleged intimidator was identified, but no-one had yet been arrested.
Similar threatening messages were posted by an African National Congress Youth League chair on social media.
Nkadimeng was elected mayor in July 2014.

EAST LONDON – Judgment is expected on Monday morning on an application challenging the legitimacy of the newly-elected top brass of the Eastern Cape ANC.
Newly-elected provincial party chair Oscar Mabuyane said the court application is purely academic as proper procedures were followed in the election.
Supporters of outgoing chair Phumulo Masualle launched the court application on Sunday.
They argue that proceedings should have been halted when violence broke out, leaving eight injured.
A vote was finally pushed through on Sunday morning, but Masualle’s supporters cried foul.
Mabuyane said he expects more court papers to be served on him to nullify the conference.
