CMT is seeking to employ a communications strategy consultant to start immediately. The successful consultant with conduct a rapid assessment and develop a comprehensive Social and Behaviour Change Communications (SBCC) strategy in conjunction with the Provincial and District level Departments of Health in KZN as well as KZN Treasury, and other stakeholders. CMT estimates the project will take about 60 – 70 days.
The project requires the following deliverables:
- Liaising with all relevant district level departments with a focus on the department of health to ensure involvement and ownership of the SBCC strategy.
- Conducting a participatory, rapid assessment in the selected 5 districts (Ethekwini, UMgungundlovu, UThukela, Amajuba and ILembe) to identify the needs of vulnerable groups.
- The rapid assessment will also identify barriers and social norms that prevent the uptake of healthy behaviours and health services to prevent HIV and TB infection.
- The assessment will identify existing communication resources and capacity at sub-district level to effect positive behaviour change as well as identifying enablers and barriers to support behaviour change at the individual and collective level.
- The assessment will identify the financial and skills capacity required for successful implementation.
- Based on the findings of the rapid assessment, the consultant, in conjunction with CMT, will draft a comprehensive social and behaviour change communications strategy which is inclusive with the needs of all relevant stakeholders and is aligned to other communications efforts and messaging within existing HIV, TB and STI programmes.
- Ensuring project deliverables are within budget and time allocated
- Meeting all donor requirements, including compiling narrative and M&E reports.

Requirements
- At least three years’ experience in strategy development and research
- Previous experience in working in health and/or communications industry
- Previous experience in qualitative research/conducting rapid assessments
- Extensive general experience the field of communications
- Expert proficiency in the MS Office environment and MS Excel
- Based in KZN
