JOHANNESBURG – The Presidency has announced that government will introduce fully-funded free higher education for students from poor and working-class homes.
This will affect ninety percent of South African households.
The programme will begin next year and be phased in over the next five years
Johannesburg – President Jacob Zuma has announced that government will subsidise free higher education for poor and working class students.
He said in a statement on Saturday that the definition of poor and working class students will now refer to “currently enrolled TVET Colleges or university students from South African households with a combined annual income of up to R350 000” by the 2018 academic year.
“Having amended the definition of poor and working class students, government will now introduce fully subsidised free higher education and training for poor and working class South African undergraduate students, starting in 2018 with students in their first year of study at our public universities,” Zuma said.
“Students categorised as poor and working class, under the new definition, will be funded and supported through government grants not loans.”
This effectively means that Zuma has overruled the recommendations of the Heher Commission into the Feasibility of Fee-Free Higher Education and Training.
Zuma’s announcement comes on the day the ANC’s watershed 54th elective conference is expected to begin. A new leader of the party will be elected in the conference.
The Heher Commission had previously found that there is currently no capacity for the state to provide free tertiary education to all students.
The report recommended that undergraduate and postgraduate students studying at both public and private universities and colleges, regardless of their family background, should be funded through a cost-sharing model of government guaranteed “Income-Contingency Loans”, sourced from commercial banks.
The commission recommended that, through the model, commercial banks would issue government guaranteed loans to students.
Cape Town – Boris Becker believes Andre Agassi can be an effective foil for Novak Djokovic, as the Serb bids to get back to the top of the men’s game.
Djokovic will continue to team up with former world number one Agassi as his coach next season, when the 30-year-old returns from six months on the sidelines with an elbow injury.
Becker spent three years as Djokovic’s coach; helping him win six of his 12 Grand Slam titles, and believes Agassi is an appropriate successor after the pair first teamed up at Wimbledon.
“Agassi is a very good man,” Becker told Bild.
“In Melbourne you will already see a closer co-operation. Does Agassi have the potential to be a coach? Yes. Was he number one? Yes. Is he a Grand Slam winner? Yes. Does he have the character to tell Djokovic the truth? Yes. Is he economically dependent [on him]? No.
“These are good factors to see a coach working with a superstar.”

Roberto Esquivel Cabrera made headlines in 2015 when it came to light that he has the world’s biggest penis – measuring a huge 18.9 inches (48cm). A video of the 54-year-old Mexican weighing his manhood went viral and some men gasped in envy.
But it turns out that Cabrera has a sizeable problem. According to the Express in the UK Cabrera has now been registered as disabled.
No normal life
This comes after he complained about not being able to live a normal life.
“Look where it is; it goes far below the knees,” he told the Independent.
“I cannot do anything; I cannot work, and I am disabled, so I want authorities to declare me as a disabled person and give me support.”
Cabrera has suffered health issues and his penis has to sleep on its own pillow at night to avoid discomfort to his back.
His sex life has also suffered. “I can never penetrate anyone because it is too thick,” he told the publication. The tip’s circumference is 25cm.
He has attempted sex twice, but the first woman got scared when she saw the actual size and a second attempt failed when it was too painful for the woman.
According to the Huffington Post, Cabrera is now depended on the government for food stamps as his disability has made it impossible for him to work.
Leave my penis!
But before you feel too sorry for him, take note that he has refused help from doctors to surgically reduce the size of his penis. Instead, his goal is to “meet the right woman”.
“I am happy with my penis and I wish to go back to the USA and spend the rest of my life over there.
“I don’t feel sad because I know in the USA there are a lot of women. One of them will be the right size for me.”
Medical experts have recently carried out a thorough examination of his penis and found that he has an abnormally large foreskin.
One of the local doctors speculates that he might have an obsession with having a big penis.
“He began with this enlargement when he was a teenager, wrapping some bands around his penis with some weights and trying to stretch it,” says Dr David Salazar Gonzalez.
“We advised him, ‘Mr Roberto, the best thing for you is that the doctors give a normal shape to your penis so that it doesn’t hurt you, in order to have sexual relationships, in order to have children.'”
