Barley-Stuffed Poblanos
In a large saucepan, heat 1 tablespoon oil over medium heat. Add onion and cook until soft (5-7 minutes). Add barley and 3 3/4 cups water and cook until barley is tender (about 30 minutes). Stir kale and 1/8 teaspoon chili powder into barley until kale is wilted; mix in cheddar.
Meanwhile, in a heavy pot, heat remaining oil over medium heat. Add garlic and cook 3 minutes. Add tomatoes, remaining 1 teaspoon chili powder, and salt; bring to a boil. Reduce heat and simmer, stirring occasionally, until sauce thickens (about 30 minutes). Turn heat to low; cover.
Preheat broiler with rack in middle position. Slice off stems from peppers to make a wide hole for stuffing; reserve stems. Using a small knife, carefully remove membranes and seeds. Stuff peppers tightly with barley mixture; return stem ends to top of peppers. Place in a large, broiler-proof baking dish; broil until peppers are charred and soft (20 minutes), turning once halfway through. Add tomato sauce to pan around peppers; cover each pepper with 1/2 slice Monterey Jack. Broil until cheese melts (1-2 minutes). Transfer peppers to plates with sauce; top each with 1 tablespoon plus 1 teaspoon queso fresco.

CHICAGO – A malfunction in an amusement ride at the Ohio State Fair sent riders catapulting through the air Wednesday, killing one and injuring seven, US media reported.
Ohio Governor John Kasich ordered all the fair rides shut down after the accident on the Fire Ball ride, a giant pendulum that swings riders in carts from side to side.
A spokesman for the Columbus, Ohio fire department told reporters an 18-year-old male was thrown 50 feet (15 meters) and killed on impact.
Three other people were reported in critical condition and four more were in stable condition.
Rhonda Burgess, who was at the fair with her three children, told CNN the accident involved carts carrying riders that were attached to the end of the pendulum.
A piece on one of the carts “snapped off and the riders came out of the cart,” she said.
“At least two (people) flew through the air at least 20 feet before landing on their backs on the concrete,” Burgess said.
David Evans, director of the Ohio State University Wexner Medical Center where some of the injured were taken, likened the accident to a high-speed car crash in which the occupants are ejected from the vehicle.
“This was a great force and a great mechanism,” he said.
The accident occurred on the opening day of the Ohio State Fair in Columbus.
The Columbus Dispatch said the ride, built by KMG, was billed as an “aggressive thrill.”

Cape Town – The inspector general of intelligence and police watchdog IPID have agreed on how to work together to better fight corruption.
“We understand that the nature of our work requires a multi-disciplinary approach in order to win the fight against corruption,” Independent Police Investigative Directorate head Robert McBride said in a statement on Thursday.
“More can be achieved through working together rather than working against each other,” he said.
The IGI, Setlhomamaru Dintwe, and McBride on Thursday signed a memorandum of understanding to regulate the relationship between the two institutions. It would be used to guide joint investigations.
The IGI is established under the Constitution to oversee the country’s intelligence services. The IPID investigates allegations of criminal conduct by police.
