JOHANNESBURG – Former governor of the South African Reserve Bank (Sarb), Tito Mboweni, on Tuesday waged in on the Constitutional amendment into the powers of Sarb as proposed by the Public Protector, saying that they were too fundamental.
This comes after Public Protector Busisiwe Mkhwebane on Monday criticised Sarb for failing to recover R1.125 billion from Bankorp Limited/ABSA Bank which was advanced as an “illegal gift” to the Bankorp group, which was bought by ABSA in the early 1990s.
The Bankorp lifeboat matter dates back to 1998 when a British bounty hunter approached the democratic government alerting it to a R1.5 billion loan that the apartheid government had given to Bankorp, and also saying that ABSA was liable to pay it back with interest over the years.
Mkhwebane ordered remedial action directing Parliament to effect a Constitutional amendment to the powers of the South African Reserve Bank (Sarb), from targeting inflation to promoting economic growth.
Mboweni, who is currently in Europe on business, was instrumental in instituting an investigation into monies loaned to Bankorp by the apartheid government during his tenure as Sarb governor for 10 years from 1999 to 2009.
In a lengthy Facebook post on Tuesday, Mboweni said a high-level panel had investigated this matter and tabled its report.
“As soon as I assumed the office of Governor of the SA Reserve Bank, I instituted an independent investigation headed by a Judge. It comprised of a panel of highly qualified people in economics, finance, accounting and political complexities, black and white with international expertise,” Mboweni said.
“Their report was also submitted to the Public Protector. This report, it would seem, at reading the media reports, was ignored or might have been complex. I do not want to be judgemental.”
Mboweni said on the basis of that report, and its recommendations, the matter was concluded.
“Yes, I must admit, that a different panel might have come to a different conclusion as these matters normally are the case,” Mboweni said.
“But to cast negative judgement on their genuine professional work is both ingenious and unfair. It might be impugning on their professional standing in their professions, society and capabilities.”
Mboweni emphasised the importance of the independence of the Reserve Bank, saying it was unwise to try and change this at the slightest political provocation.
Mboweni said he hoped that Mkhwebane had consulted widely about her proposals in this regard because this was too fundamental a proposal to be treated simply as the impact of any proposed changes were huge for the country.
“My suggestion is that all political parties must carefully discuss the ramifications of the Public Protector’s recommendation in this regard.
“I will respond to the Public Protector’s report in due time. I don’t think that the Public Protector’s report was meant to fuel political issues in this year of schizophrenic political tensions. She was just doing her job within the available capabilities.”

Johannesburg – Springbok scrumhalf Ross Cronje will miss Saturday’s third and final Test against France at Ellis Park because of delayed concussion symptoms, Springbok team management confirmed on Tuesday.
Cronje made his Springbok debut in Pretoria two weeks ago and followed up on his impressive performance with another very good showing in the Durban Test last Saturday, where the Springboks clinched the three-match series.
“Ross showed delayed symptoms of concussion on Monday and he will not be able to get through the recovery protocols in time for him to be considered for selection. We withdrew him from training yesterday and he will rest for the duration of the week,” Springbok team doctor Konrad von Hagen said on Tuesday.
Cronje therefore joins flank Oupa Mohoje on the sidelines for the final Test, after the Cheetahs loose forward was earlier this week also ruled out with concussion.
Cronje was in line to make his third appearance for the Springboks on his home ground in Johannesburg.
Francois Hougaard and Rudy Paige provide the Springboks with sufficient cover for this coming weekend, which means that no replacement will be called up to the Bok squad.
Springbok coach, Allister Coetzee, will announce his match-day 23 on Thursday.
20 June 2017 – SARS busts counterfeits worth R4.2-million over long weekend
Pretoria, Tuesday 20 June 2017 – SARS Customs officials intercepted 10 bags and 3 boxes with counterfeit goods estimated at R4.2-million at OR Tambo International Airport over one day on the long weekend.
On Thursday 15 June, three passengers from Hong Kong via Nairobi were linked to the 10 bags and 3 boxes filled with designer wrist watches, footwear and tracksuits. They have since been handed over to the counterfeit team and brand holder attorneys.
In separate incidents on 18 June, two passengers from Sao Paolo to Johannesburg that swallowed 49 cocaine bullets each with a combined weight of 0.820kg estimated at
R235 914.00 were intercepted, while a third was linked to three abandoned parcels that weighed 3kg and estimated at R863 000.00.
The two passengers were identified as drug mules and taken for X-ray that revealed foreign objects in their abdomen while the third was found with marks of a body wrap.
All three passengers and goods were handed over to the South African Police for further investigation.
Hollard partners with Cigna
Insurer Hollard planned “significant acquisitions” on the continent in the next few years and was partnering with global health insurer Cigna to offer health insurance to companies operating in Africa, said Brooks Mparutsa, executive director of Hollard’s international business.

Hollard, which already has offices in Zambia, Namibia, Mozambique, Botswana and Ghana, hoped to finalise the acquisition of a health insurance company in Kenya by the end of 2017, Mparutsa said. It wanted to secure a life insurance licence in Ghana by August and conclude a transaction in Nigeria in the next 18 months.
Hollard was also in discussions over a possible partnership with Resolution Insurance in East Africa and was keen to do an acquisition in West Africa, Mparutsa said.
Hollard is a privately held insurance company, majority owned by the Enthoven family, which also own Nando’s.
At the end of 2015, it was SA’s second-largest short-term insurer, with an 11% share of the industry’s total premium income and ousting Old Mutual Insure, previously Mutual & Federal, from this position.
Hollard’s partnership with New York Stock Exchange-listed Cigna, dubbed Hollard Cigna Health, could see it break into a market that rivals have struggled to crack. Hollard is the distribution partner for Cigna.
Liberty Health, which provides medical expense cover to corporate customers in 10 African countries, continues to post losses. For the year to December, the unit’s loss rose more than 100% to R45m. MMI’s health business outside SA has also reported losses, although these narrowed for the six months to December.
The Hollard-Cigna partnership would provide health insurance, approved by in-country regulators, to multinationals operating across Africa, said Jason Stadler, president of Cigna’s international market division. Companies were inadequately served, with providers such as the British United Provident Association and Allianz focusing predominantly on the corporate expatriate market, Mparutsa said.
Hollard Cigna Health would serve expatriates and local employees of multinationals, including local companies with operations outside SA.
Cigna is in a strong position on the continent, having built up a network of 2,000 healthcare providers over decades.
In terms of the agreement, Cigna would be treated as a reinsurer, with a large portion of premium income ceded to it.
Stadler would not comment on the venture’s premium targets, saying only Cigna had “high growth aspirations”. Africa had a low insurance penetration and a growing burden of noncommunicable diseases, he said.
