Cape Town – While she doesn’t want to divulge how much the SABC wants for a bailout, Communications Minister Ayanda Dlodlo is looking for a lasting solution for the SABC’s money problems rather than a quick-fix.
This she said to reporters at a post-cabinet briefing on Thursday morning, a day after she told the National Assembly that the SABC will not have the financial resources to meet its financial obligations after it recorded a loss of R509m in the fourth quarter of the last financial year, which ended on March 31.
On Wednesday morning, the interim SABC board presented an update on the steps they had taken since assuming their work in mid-April.
Khanyisile Kweyama, chairperson of the interim board, said they had submitted a funding proposal to Dlodlo earlier on Wednesday. Kweyama didn’t want to divulge further details publicly before Dlodlo had a look at it.
In the afternoon Democratic Alliance MP Phumzile van Damme asked Dlodlo how much money the SABC had applied for, but Dlodlo answered that she haven’t yet received the proposal.
‘Mischievous’
Thursday morning she said that Van Damme was “extremely mischievous” when she asked that question.
“I did receive it [the SABC’s funding proposal] last night, after the sitting,” she said.
She asked her financial team to assist her to deal with the proposal. She did not want to divulge the figure asked for as a bailout and said she wouldn’t want to commit herself to a figure.
“I’m not looking for a today or tomorrow solution. I’m looking at a lasting solution for sustainability at the SABC.”
She said funding for the digital migration programme is not included in the figure the SABC proposed, and she will get back to the SABC about that.
Meanwhile, the DA said they will not support amendments to the Broadcasting Act that would require the licensing of mobile devices like computers, cellphones and tablets.
During Wednesday’s meeting with the portfolio committee, the SABC’s CFO and acting CEO James Aguma hinted that the broadcaster considers changing the definition of “receiving device” under the Broadcasting Act to bolster its failing licensing revenue.
Given the slew of issues currently surrounding the SABC, MPs didn’t really interrogate the matter.
On Thursday morning, Van Damme released a statement on the matter after it was widely reported.
“The DA strongly advises the SABC not to table this amendment in Parliament, and rather devote time to finding innovative ways to fund the public broadcaster,” said Van Damme.
“It is indeed possible for the SABC to stay afloat without seeking to further tax the already over-burdened South African taxpayer.”

Colesberg – The African National Congress has criticised Northern Cape premier Sylvia Lucas for her urgent cabinet reshuffle which it said betrayed the party’s trust.
“The ANC notes with disbelief actions of the Northern Cape Premier to reshuffle her cabinet without any consultation with the ANC,” spokesperson Zizi Kodwa said on Thursday.
It was a flagrant abuse of her office that would divide the ANC, he said.
Lucas changed her executive on Wednesday, on the eve of the provincial elective conference this weekend.
Lucas is contesting the post of provincial ANC chairperson against secretary Zamani Saul, who is expected to win. Lucas is Northern Cape ANC treasurer.
‘Unbridled arrogance’
The reshuffle was seen as a purge of Saul supporters in the provincial cabinet.
Saul described the changes as an “ambush” and said they would summon her to a meeting. He said Lucas had neither consulted them nor the alliance partners about her decision.
Kodwa warned that ANC deployees should not abuse their positions to deepen divisions.
“Her unbridled arrogance is a betrayal of trust with the ANC – the organisation that deployed her as premier,” Kodwa said.
Fired finance MEC, Mac Jack said the reshuffle was an attempt by Lucas to intimidate Saul supporters.
“This thing has been coming since November 2016, when people saw that there are people thinking differently as far as the conference is concerned and it was part of opposing groups’ strategy to intimidate us with reshuffling,” Jack said.
He was confident Saul would win. He said he took solace in the fact that his sacking did not come from the ANC.
Jack would not comment on allegations that Lucas consulted President Jacob Zuma ahead of the reshuffle. He said Lucas’ faction knew they did not have enough numbers to ensure she was elected chairperson.
Consolidating support
Lucas supporters had accused Saul of manipulating branch nomination meetings and audits, and cloning members. Their attempts to again postpone the conference failed after ANC secretary general Gwede Mantashe gave it the go-ahead.
The event was seen as part of consolidating support ahead of the ANC elective conference in December.
Saul had said ANC’s history had shown that the deputy president took over from the president. This had been seen as an expression of support for Deputy President Cyril Ramaphosa.
Lucas had the support of the ANC Women’s and Youth league and was expected to back Nkosazana Dlamini-Zuma.
Meanwhile, by late afternoon on Thursday, the conference was yet to start. Officials blamed the accreditation process. Security was tight and there were at least four checkpoints before entering the Colesberg Sports complex.
The delegates that arrived included Saul supporters demanding new leaders. Several cars had the signs #Zamdash, for Zamani Saul and Dash Nxanga. Nxanga had been nominated for the position of ANC provincial secretary.

In fact, this outcome could prove a key determinant of their knockout seeding; win and they are formidably placed for nailing top spot overall, but lose and thoughts of a much-desired Jo’burg showpiece could fade fairly dramatically for last season’s runners-up.
Comfortingly, under the circumstances, all of the Sport24 staff forecasters fancy Warren Whiteley and company overcoming the Brums to return home with a 100 percent record from Down Under, despite some steely names to have to subdue in the home ranks.
But there is a dissenting view: outspoken regular columnist Mark Keohane admits to a “crappy feeling the Lions are going to drop this one”.
Elsewhere, there is uniformity in the theory that the Sharks will safely repel the Kings despite the derby PR hype being generated in Port Elizabeth in favour of the courageous minnows, plus expectation of a sizeable crowd.

There has been enough total rugby, if you like, from the Highvelders on this tour to suggest they will have the nous and verve to prevail as long as they are mentally up for it. Maybe three-try superiority for a bonus point as well is pushing it a bit, though …
Key head-to-head: Given the widespread expectation that this match won’t have much in it scoreboard-wise, it may well be settled by a moment of solo attacking inspiration rather than any slow-grind factors. If so, the tussle out wide between long-serving Brumbies right wing dynamo HENRY SPEIGHT, eternally try-hungry, and the Lions’ fast-rising speedster on the left, COURTNALL SKOSAN, should be one to keep a hawkish eye on. Fijian-born Speight is in his seventh year of service in Canberra, but Skosan is increasingly part of the best furniture in the Lions’ camp, too, and as lethal near the tryline as a prolific-scoring football striker in the small box. This could well be his big-break year at Test level, I fancy…

Key head-to-head: The slightly earlier-than-expected return to fitness of PAT LAMBIE was not only brilliantly timed for the Sharks, with wunderkind Curwin Bosch going to the Junior World Championship, but potentially has given him enough time to convince Allister Coetzee his experience is the answer to the Bok No 10 channel during June against France. He has this game, plus Sunwolves and Stormers, to amass necessary sharpness for Test combat. But it won’t be a cakewalk in PE, where his opposite number LIONEL CRONJE is arguably in the form of his life and playing with flamboyant creativeness on attack. That said, I reckon he has a way to go yet to be worthy of any international elevation … including ensuring his place-kicking is more consistent.

Unless a dramatic amount of fresh strategic clarity and gees has been rediscovered over the course of the week, the Bulls seem set for further Kiwi-induced pain at the hands of the Highlanders. Hardly helping, arguably, is a forecast of a wet pitch and cold temperatures for this one … the visitors may nonchalantly feel they are back on a training paddock in Dunedin or Invercargill. If it is a grim afternoon in meteorological terms, the Bulls’ ropey scrum may come under further, concerted assault, whilst we all know NZ teams somehow still manage to turn on the ball-in-hand charm even when it is damp and greasy. Best hope for the home faithful is that their side were genuinely stung by the 10-try rout last weekend and determined at very least to bolt the stable door with some overdue, frenzied and properly organised defence. This should be closer … but still no cigar in Pretoria?
Key head-to-head: Adriaan Strauss is reportedly injured, but it is revealing nevertheless that that severely embattled Bulls boast a much younger, fresh-faced skipper for this one in the shape of tall No 8 HANRO LIEBENBERG, the former Baby Bok leader who has recovered from a hamstring niggle. The 21-year-old from Brackenfell in the Western Cape has the difficult job of helping restore steel and spirit to the Bulls’ ranks after that awful Crusaders pummelling, and leading the charge from his personal berth as well. Up against him directly is the Otago-based outfit’s GARETH EVANS, just a little shorter and perhaps more rangy in physique than Liebenberg, and a Super Rugby customer since 2014 – he had a very injury-plagued 2016 but is regaining much of his mojo this season.

eNCA | Bapo ba Mogale protests shut down Lonmin operations
RUSTENBURG – Lonmin on Thursday said it was forced to halt production and incur the loss of millions of rands at some of its mining shafts as employees were allegedly threatened and intimidated by protesting Bapo ba Mogale community members.
The protesters are demanding jobs from the miner.
Violence escalated after members of the Bapo ba Mogale community launched a protest last Tuesday. Since then there has been damage to property, including a workers’ bus, and intimidation of employees at and around Lonmin’s Marikana operations in North West.
The Bapo ba Mogale community are demanding the creation of 1,000 permanent jobs and 500 cadet placements at Lonmin for its members. The community owns the land on which Lonmin and other platinum miners operate.
Lonmin spokeswoman, Wendy Tlou, said Lonmin had halted production at E2 and E3 shafts near Bapong since May 2 to protect workers.
“Yes, I can confirm that E2 and E3 shafts have not been productive since the protest began. We are committed to finding a lasting and financially viable solution with the community because the situation is not even productive for ordinary people not working for us,” Tlou said.
“The estimated financial loss from the general manager for those two shafts is that we’ve lost R40-million in seven days.”
Tlou said he world’s third-biggest platinum producer had agreed to withdraw a high court interdict against the community if they refrained from engaging in the protest action, but those pleas fell on deaf ears.
“These demands are not realistic in the current economic climate and cannot be acceded to without threatening the sustainability of the business,” Tlou said.
“Lonmin has recently undergone a restructuring, in close consultation with its recognised union, and significantly reduced its workforce as a result. It simply cannot absorb additional employees at this stage.”
Tlou said Lonmin was also committed to engaging with its contractors to review local employment opportunities and job application processes, and to improve the accessibility and value of the existing Resource Centre, as requested.
The Bapo ba Mogale community has an equity interest in Lonmin and the miner has signed procurement contracts with the community.
In terms of this agreement, Bapo ba Mogale have been granted the opportunity to participate in procurement opportunities worth approximately R1.65-billion over the next five years.
The Bapotrans contract, which sees the Bapo ba Mogale running and managing Lonmin’s passenger transport buses, is worth approximately R800-million over eight years.
The Bapo ba Mogale were not immediately available for comment.
Tlou said ongoing protests undermined the value of the indirect and direct benefits that accrue to the community.
“Lonmin remains committed to seeking a peaceful resolution to the delegation’s demands through ongoing engagement, but stresses that it is operating in an economically challenging environment and cannot take expedient, but harmful short-term decisions that would have a negative impact on the sustainability of the business,” she said.

11 May 2017 – Customs officials confiscate 13kg cocaine worth R3,6 million at ORTIA
Pretoria, 11 May 2017 – Customs officials at the Oliver Tambo International Airport confiscated 13kg of cocaine in two separate incidents on 7 and 8 May 2017. The estimated street value of the cocaine is approximately R3, 6 million.
In both cases the drugs were found after Customs officials stopped and engaged passengers from incoming flights from South America. The luggage of two specific passengers were identified for further scrutiny, scanned by the Customs Baggage scanner and brought to the Customs search area for additional physical searches in the presence of the passengers.
In the first incident, on Sunday, 7 May, cocaine weighing 1,7kg was found in hidden compartments inside three new handbags in the luggage of a female traveller after a narcotics detective dog reacted positively to the luggage.
In the second incident, on Monday, 8 May, the luggage of a female traveller was physically searched after the scanner revealed a suspicious image. A Customs official opened a tin of canned fruit found inside the luggage. A powdery substance was found inside that tested positive for cocaine. Ten tins weighing 6,8kg (including the tins) were handed over to the South African Police Service.
Both the passengers were also handed over to the South African Police Service (SAPS).

JOHANNESBURG – A 27-year-old man has been arrested, for allegedly murdering his girlfriend and dumping her body in the veld in Lyndhurst.
Gauteng Police Spokesperson, Captain Mavela Masondo said the young woman’s burnt body was discovered on the 29th of April, a day after she was reported missing.
Masondo said the suspect will appear in the Johannesburg Magistrate’s Court on Friday.
Police could not confirm the woman’s name, as they were awaiting for DNA results.
Here’s how you can assist police when reporting a missing person:
- Report a missing person at your nearest police station immediately.
- Produce a recent photograph of the missing person, if possible.
- Give a complete description of the missing person’s last whereabouts, clothes that they were wearing, as well as any information that could assist the investigating officer.
- Complete and sign an SAPS 55(A) form. This form safeguards the SAPS from hoax reports and allows the SAPS to distribute the photograph and information about the missing person.
- Obtain the investigating officer’s contact details and send them any additional information that might become available.
- If a missing person is found or returns voluntarily, inform the investigating officer immediately. An SAPS 92 form must be completed to inform the Bureau of Missing Persons that the missing person’s report can be removed from the circulation system.
