“The IOC executive board emphasised that a cancellation of the Olympic Games Tokyo 2020 would not solve any of the problems or help anybody,” said Bach.
“Therefore, cancellation is not on the agenda.”
The IOC added that a decision on the potential scenarios for the Tokyo Games – “including the scenario of postponement” – would be made inside four weeks.
The Games are due to get underway on 24 July.
“The IOC will, in full coordination and partnership with the Tokyo 2020 Organising Committee, the Japanese authorities and the Tokyo Metropolitan Government, start detailed discussions to complete its assessment of the rapid development of the worldwide health situation and its impact on the Olympic Games, including the scenario of postponement,” said Bach.
“The IOC is confident that it will have finalised these discussions within the next four weeks.”
The IOC has faced strong pressure to push back this summer’s Tokyo Games in the last few days, with sporting federations and athletes expressing worries about the health risk as the COVID-19 death tally continues to rise.
Earlier on Sunday, track legend Carl Lewis said he wanted the 2020 Olympics delayed by as much as two years.
The 58-year-old American – a nine-time Olympic champion – told Houston television station KRIV that he backed the calls for postponement by USA Track and Field and USA Swimming due to disruptions caused by the pandemic.
Lewis’ comments came after president of the French Athletics Federation (FFA) urged the IOC to organise new dates for the Olympics and the country’s health minister questioned the idea of sending athletes to Japan.
When young adults see their annual income plummet, more than their bank accounts may suffer: New research suggests their brains may eventually pay the price.
The study found that people in their 20s and 30s who experienced “income volatility” generally performed worse on tests of thinking and memory skills once they hit middle age.
Many influences ‘upstream’
Compared with their peers with more stable incomes, their scores on one set of tests were almost four points worse, on average.
Experts stressed that the study does not prove that income fluctuations are to blame. And it’s not clear what the ultimate impact on brain health, including dementia risk, might be.
“What this shows is that income volatility in young adulthood is related to how the brain works in middle age,” said Dr Joel Salinas, a neurologist at Harvard Medical School and Massachusetts General Hospital, in Boston. “That gives signals to other researchers that this is something to look at in future studies.”
Salinas wrote an editorial published with the findings in the online edition of Neurology.
A number of studies have found that lifestyle and environment – from exercise and diet to chronic stress – may help determine how well the brain ages.
But there are many influences “upstream” of those factors, Salinas said. Things like childhood experiences, education, job opportunities, income and race can all affect whether people face chronic stress, or have a healthy diet, or exercise regularly.
Short-term strategies
Research has already uncovered links between lower income and problems with memory and thinking skills later in life. The new study focused on income instability, in part, because it’s a problem that’s becoming more common, according to lead researcher Leslie Grasset.
More than one-third of US households said their income dropped by at least 25% between 2014 and 2015.
Plus, there are relatively straightforward ways to address those income fluctuations, said Grasset, a post-doctoral associate at the INSERM Research Center, in Bordeaux, France.
“Unemployment and wage insurance have been implemented as short-term strategies to offset the burdens of income shocks,” she said.
Programmes like food stamps and the Earned Income Tax Credit, Grasset added, might help families deal with sudden income drops, too.
For the study, Grasset’s team analysed data on nearly 3 300 young U.S adults who entered a heart-health study in 1990. Twenty years later, the participants completed standard tests of memory, information processing and executive function (the brain’s ability to focus, regulate behaviour, get organised and achieve goals).
Overall, 399 participants had at least two income drops of 25% or more during the study period. Those people typically performed worse on the tests of executive function and processing speed (but not memory), versus participants with no significant income drops.
A key limitation
Why? In theory, highly educated people might enjoy more stable incomes and better brain function. But Grasset said the differences were not explained by education levels.
Nor were the findings solely due to physical health conditions, like high blood pressure, or lifestyle factors such as exercise and smoking.
A key limitation of the study, though, is timing. The researchers do not know whether the poorer mental acuity actually came first – before any income instability.
“‘Reverse causation’ cannot be ruled out as an explanation for our results,” Grasset said.
Future studies can try to address that question, Salinas said. They could look at repeated measures of mental abilities, and whether they change after periods of income loss.
“Maybe we’ll learn that it’s income volatility, more than total income, that’s important to brain health,” Salinas noted.
Why would income stability matter? Chronic stress could be one way, according to Grasset’s team. So could disruptions in health care – including any medications a person may be taking to manage high blood pressure or other chronic conditions that can ultimately affect brain health.
African Christian Democratic Party leader Rev Kenneth Meshoe has been tested for the novel coronavirus after he participated in a religious gathering in the Free State where five international guests tested positive for the virus.
Subsequent to the event, Rev Meshoe was among leaders of political parties represented in Parliament who met with Ramaphosa in Cape Town last week.
“Rev Meshoe has since confirmed publicly that in the days before the meeting with the President and therefore before the prohibition of public gatherings numbering more than 100 people, he had participated in a religious gathering in the Free State where five international guests subsequently tested positive for the virus,” The Presidency said in a statement on Sunday.
“The Presidency welcomes Rev Meshoe’s adherence to the testing protocol and wishes him well as he awaits his results.”
The Presidency said there no cause for concern about Ramaphosa’s health.
“To the best of the President’s knowledge, no person with whom he has recently had contact – including Rev Meshoe – has symptoms of or tested positive for the virus.”

First French hospital doctor dies of coronavirus
A French doctor caring for coronavirus patients has died of the illness, authorities said Sunday, the first such death in the country that is grappling with the mushrooming outbreak.
The 67-year-old emergency room medic worked at Compiegne hospital, north of Paris, the town’s mayor told AFP.
Mayor Philippe Marini said that he was “someone who came back to work voluntarily to treat people and knew he was taking a risk.”
The doctor was named as Madagascar-born Jean-Jacques Razafindranazy by France 3 television, who said his wife, a family doctor, was also sick with the virus and has been quarantined at home.
His son posted an emotional message on Facebook, describing Razafindranazy as “my father the hero”, according to France 3.
“He was passionate about his work and chose not to retire. He has a left a family behind him who will never forget him,” he added.
The son thanked those who cared for his father in his final days in hospital in the northern city of Lille, and warned that “this illness is extremely serious and must not be taken lightly”.

Spain on Sunday announced 394 new deaths caused by the novel coronavirus, raising to 1,720 the official death toll in Europe’s worst-hit country after Italy, a 30 percent increase over the previous day.
The number of confirmed cases of the disease rose by 3,646, or 14.6 percent, to 28,572, according to health ministry figures, with officials warning infections will rise further in the coming days.
With 1,785 being treated in intensive care untits for the virus, there is mounting concern about overcrowding at hospitals.Prime Minister Pedro Sanchez warned late on Saturday that Spain’s outbreak, already among the harshest in the world, would continue to worsen.
“We must prepare ourselves emotionally and psychologically for very hard days ahead,” he told the nation in a televised address late on Saturday.

Business commits to help flatten the curvePatel said the president would be communicating the details of the meeting he chaired with business bodies later on Sunday.
A time for Ramaphosa’s address to the nation has not yet been made public.
Sandile Zungu of the Black Business Council said the sacrifices that business are making were being appreciated by government.
He said business had committed to working with government and other social partners to ‘flatten the cure’.
Flattening the curve refers to measures intended to prevent a peak of coronavirus cases by instead attempting to stagger infections out over a longer period, by introducing social distancing measures.
“Let’s honour the social distancing protocols,” said Zungu.
Other measures the department had put in place were the following:
– All annual health events were cancelled.
– The outpatient department (OPD) would reduce the number of patient visits by using an appointment system.
– A separate area for patients with flu-like symptoms to be identified at facilities.
– Thuthuzela Health Care Centre services to be extended beyond providing forensic services.
– Increase the number of chronic patients linked to centralised chronic medical dispensing and distribution, and patients to be provided with a three-month supply of medication, and a repeat script for six months.
– Patients will be encouraged to use Pele boxes for collecting medication.
– Only two people per patient will be allowed during visiting hours at health facilities, with one person per patient for no more than 15 minutes.
Kwara Kekana, spokesperson for Gauteng Health MEC Bandile Masuku, said these measures have been effective since Thursday.
“We thank the public for their cooperation during this period,” Kekana added.
