MPs from across the political divide criticised the parole board system on Friday.
The Department of Correctional Services briefed the sub-committee of the Portfolio Committee on Justice and Correctional Services on the parole system.
The system had been under scrutiny after the murder of eight-year-old Tazne van Wyk, allegedly at the hands of parolee Moyhdian Pangarker, whose criminal record dates back to the 1980s.
Chief deputy commissioner Joseph Katenga said they had been “operationally slow” in catching up with the transition from a prisons system to a correctional services system. As a result, officers trained for security functions were performing tasks requiring specialised skills, including those making recommendations to parole boards.
DA MP James Selfe said this meant non-professional people were doing evaluations of “extremely violent, maladjusted people”, while parole boards’ members were selected on their standing in the community.
Amateurs
“You have amateurs relying on amateurs to decide whether people should be released on parole,” Selfe said.
Selfe also referred to the recent incident where the victim of rapist Bob Hewitt was not notified that he was up for parole.
Hewitt was due to be released last September but, when the women’s lawyers found out it was being done without their input, Justice Minister Ronald Lamola ordered a review and the former tennis champion had to stay behind bars. His parole hearing will now be on 24 March.
“I really don’t believe that every victim of every crime is consulted before parole hearings,” Selfe said.
An official from the department confirmed that they did not reach out to every victim, and that it was sometimes difficult to trace the victims.
‘This must stop’
ANC MP Jacqueline Mofokeng said it was she who called Lamola on the Hewitt matter, after the victim had contacted her.
She said it appeared that people with social standing and money “always get out”.
“This must stop,” she said.
Referring to the case of Pangarker, who absconded while on parole a year ago, ANC MP Hishaam Mohamed asked whether there was a protocol when a prisoner absconded.
Arthur Fraser, the commissioner of Correctional Services, said he had issued a directive that all parolees who absconded had to report to the department’s head office within 24 hours, so that they could engage with the police.
Review
Mofokeng said Lamola’s review of the parole system was very important.
Fraser said they would have to come back to the committee and report back on the review of the parole system.
He said that within the next three weeks Lamola would ask Judge Siraj Desai to convene a symposium on the parole system.
Sub-committee chairperson Richard Dyantyi said there was a definite need for the department to come back to the committee. He said many of their issues were systemic.
“We want a very clear road map for the parole review,” Dyantyi said.

The collapse of sports events worldwide gathered pace Friday with England’s Premier League, Europe’s Champions League and the Masters golf major among competitions swept aside by the coronavirus pandemic.
As sports calendars were shredded worldwide, Formula One motor racing was in turmoil with the first three Grands Prix of the season – Australia, Bahrain and Vietnam – scrapped while the Masters, the first major golf tournament of the year at Augusta National, was postponed.
England’s cricket tour of Sri Lanka also fell victim to the virus while suspension of the Premier League until 4 April came shortly after the French Football League announced that all Ligue 1 and Ligue 2 games would be on hold until further notice.
The German Bundesliga then followed suit, announcing that the league would be halted for the first time since World War II.
European football took a major hit when officials suspended next week’s programme of Champions League and Europa League ties.
And cycling’s first Grand Tour of the season, the Giro d’Italia, scheduled for 9-31 May, was also put on hold as officials feared the impact of Covid-19.
The virus, which has killed 5,043 people according to an AFP tally, is accelerating just over four months from the Tokyo Olympics’ start on 24 July.
Football’s Premier League, with a worldwide audience of billions, was suspended after Arsenal manager Mikel Arteta and Chelsea winger Callum Hudson-Odoi were confirmed to have the disease.
“Following a meeting of shareholders today, it was unanimously decided to suspend the Premier League with the intention of returning on 4 April, subject to medical advice and conditions at the time,” the Premier League said in a statement.
The decision by authorities in England, France and Germany to postpone top-flight football means that all Europe’s top leagues have ground to a halt. Spain’s La Liga and Italy’s Serie A have already suspended matches.
On Friday, four more players of Italian club Sampdoria tested positive for Covid-19, joining teammate Manolo Gabbiadini in contracting the virus.
European football’s governing body UEFA took the step of postponing matches after two of next week’s four scheduled Champions League last 16, second legs – between Manchester City and Real Madrid, and between Juventus and Lyon – had already been called off.
“In the light of developments due to the spread of COVID-19 in Europe and related decisions made by different governments, all UEFA club competitions matches scheduled next week are postponed,” UEFA said in a statement.
Sports across the globe have suffered major disruption because of the virus with the PGA Tour golf season, the men’s tennis tour, NBA basketball, Major League Baseball and a host of top-flight events interrupted.
England’s cricketers will be returning from Sri Lanka among the latest victims of the sporting chaos.
Their tour of Sri Lanka was scrapped on Friday as the team took part in a practice match ahead of the first of two Test matches due to start on 19 March.
Rugby union was also affected with the last Six Nations match between Wales and Scotland in Cardiff scrapped one day ahead of Saturday’s scheduled kick-off.
More bad news could come as European football chiefs are to meet next week to consider whether to postpone Euro 2020, due to start in June and this year’s other major international sports along with the Olympics.
Tokyo Olympics organisers, Japan’s government and the International Olympic Committee have been adamant the Games will go ahead as planned despite the global panic.
But US President Donald Trump became the first foreign leader to break ranks and raise the prospect of delaying the Olympics until 2021.
“Maybe they postpone it for a year,” Trump told reporters in the Oval Office, 19 weeks before the opening ceremony in Tokyo’s Olympic Stadium.
Trump’s comments were followed by a decision by Greek organisers to scrap the Greek leg of the Olympic torch relay soon after it was launched because the large crowds had triggered concern over the spread of the virus.
For their part, Japan’s Olympic minister Seiko Hashimoto said there were no plans to delay or cancel the Games.

Take a walk, weed your garden, go for a swim or dance – it could keep your brain from shrinking as you age, a new study suggests.
Being physically active may keep your brain four years younger than the rest of you, which might help prevent or slow the progression of dementias like Alzheimer’s disease, researchers say.
“We recently published a paper using information of both current and past physical activity and found they both are associated with lower risk of developing Alzheimer’s disease,” said lead researcher Dr Yian Gu, an assistant professor of neurological sciences at Columbia University in New York City. “The current study is a step further to show that physical activity is also protective against brain volume loss.”
Gu cautioned, however, that the new study doesn’t prove that exercise preserves brain size, only that the two appear to be linked.
Varying levels of physical exercise
For the study, Gu and her colleagues used MRI scans to collect data on the brain size of more than 1 550 people, average age 75.
None had dementia, but nearly 300 had mildly impaired thinking and 28% had the APOE gene, which appears to increase the risk of Alzheimer’s disease.
Participants reported varying levels of physical activity. Researchers found that those who were the most active had bigger brains than those who were inactive.
The most active logged either seven hours of low-intensity physical activity, four hours of moderate activity or two hours of high-intensity physical activity a week.
After taking into account age, sex, education, race/ethnicity and APOE gene status, the researchers found that the average brain size of the most active was 883 cubic centimetres, compared to 871 for those who were inactive.
That difference of 12 cubic centimetres, or 1.4%, is equivalent to nearly four years of brain ageing, Gu and her colleagues said.
Physical activity benefits brain
A limitation of the study is that it relied on participants’ ability to remember how much and how often they were active. Researchers said their reports could be inaccurate, skewing the results.
Nevertheless, another expert stressed that keeping active could only add benefits for seniors.
“It’s plausible, and not unique to this study, that physical exercise is good for your brain,” said Dr Marc Gordon, chief of neurology at Zucker Hillside Hospital in Glen Oaks, New York, who reviewed the findings.
Although it’s not clear how physical activity benefits the brain, Gordon suspects that it might come from keeping blood vessels healthy and lowering blood pressure and diabetes risk. “There are a lot of factors that could play a role,” he said.
“I encourage my patients to be physically active,” Gordon added. “Keep socially active and keep mentally active.”
The findings are scheduled to be presented at a meeting of the American Academy of Neurology, in Toronto. Research presented at meetings is typically considered preliminary until published in a peer-reviewed journal.
