News24.com | Bank of Lisbon building to be demolished following fatal 2018 fire
The Gauteng government says it has taken a decision to demolish the Bank of Lisbon building in Johannesburg.
This is after a structural assessment on the building was conducted following the fatal fire that claimed the lives of three people in September 2018.
“The assessment revealed that the building sustained extensive structural damage resulting from the fire incident,” government spokesperson Thabo Masebe said.
Masebe said, after the assessment report, various options of remedying the structure were looked at, but it was concluded that it would be in the best interests of the environment where the building was situated, for it to be demolished.

“Any other option would have just been too expensive and also too risky for the environment,” said Masebe.
A contractor, through the Department of Infrastructure Development ,has been appointed to manage the demolition project.
The building had been stabilised and the contractor was conducting investigations to determine the best and safest way of demolishing it, Masebe said..
He said all regulations and by-laws would be complied with in carrying out the demolition project.

All neighbours and affected parties had been notified of the intention to demolish the building and would be kept informed throughout the project, he added.
Further public announcements would be made about the project in due course, Masebe said.
Firefighters Simphiwe Moropane, 28, Mduduzi Ndlovu, 40, and Khathutshelo Muedi, 37, died while trying to put out the blaze.
Moropane plunged to his death after he slipped from a ledge while trying to get air. Ndlovu and Muedi died from lack of oxygen after they became trapped in the building.

News24.com | Electoral Act not in line with Constitution – lawyer for independent candidates
The Electoral Act is not in line with the Constitution as it does not allow individuals to stand for elections without being part of a political party, the Western Cape High Court heard on Thursday.
The court is hearing the matter for the rights of individuals to stand for elections which was part of a Constitutional Court judgment in June last year in which Chief Justice Mogoeng Mogoeng noted that there was no reason why any citizen could not stand as an independent candidate to be elected to municipal councils, provincial legislatures or the National Assembly.
“The enjoyment of this right has not been proscribed by the Constitution. It is just not facilitated by legislation,” Mogoeng noted at the time.
Following that part of the judgment, which was the landmark ruling that affirmed the voter’s right to be informed about who is funding political parties and independent ward candidates, civic group New Nation Movement wants an amendment of the Electoral Act.
Currently, the act makes no provisions on which constituency an independent could represent, or how seats would be allocated in the National Assembly (should a candidate wish to run). The Electoral Act further says that a citizen needs to be a member of a political party to hold national or provincial office, yet the Constitution makes no such demand.
“If the rights of individuals, which are enshrined in the Bill of Rights, are being infringed, then we have a constitutional crisis,” argued advocate Alan Nelson, who was representing the applicant in the matter.
Matter postponed for parties’ response
Nelson was at pains to point out that individuals be allowed to assume positions in the National Assembly without being part of a political party.
But Judge Siraj Desai, who is hearing the matter, felt that political parties in the National Assembly needed to be part of the application as the ruling would have a direct impact on them.
“This matter should not be rushed. It must be properly ventilated,” said Judge Desai.
Bulelani Mkohliswa of the New Nation Movement said he appreciated Desai’s concern as it presented an opportunity for consultation with political parties he understands would be directly affected by whatever decision is taken.
The matter has been postponed to March 27 to allow for National Assembly political parties to respond to whether they want to join the application or not.

Paris – UEFA on Thursday announced they were opening an investigation into whether or not Manchester City broke Financial Fair Play rules, a breach that could lead to a devastating Champions League ban.
However, English champions City insisted the accusations against them are false and that they welcomed the opportunity to clear their name.
German magazine Der Spiegel, using material purportedly obtained from the whistleblowing outlet Football Leaks, alleged in November that City had set up sponsorship deals to circumvent regulations limiting how much money owners can put into a club.
“The Investigatory Chamber of the independent UEFA Club Financial Control Body has today opened a formal investigation into Manchester City FC for potential breaches of Financial Fair Play (FFP) regulations,” said a UEFA statement on Thursday.
“The investigation will focus on several alleged violations of FFP that were recently made public in various media outlets.”
City responded immediately by saying they supported the investigation and that they had nothing to hide.
“Manchester City welcomes the opening of a formal UEFA investigation as an opportunity to bring to an end the speculation resulting from the illegal hacking and out of context publication of City emails,” the club said in a statement.
“The accusation of financial irregularities are entirely false. The club’s published accounts are full and complete and a matter of legal and regulatory record.”
City had earlier responded to Der Spiegel’s claims by saying there had been an “organised and clear” attempt to damage the club’s reputation.
A ban from UEFA competitions, including the Champions League, is a potential punishment if City are found guilty of FFP breaches.
City were fined €60 million and subjected to squad, wage and spending caps in a 2014 settlement agreed with UEFA following a previous breach of the rules.
City coach Pep Guardiola has always insisted that City would accept a ban but does not believe it is likely after discussions with the club’s UAE owners.
“We will not be banned, no. That’s what I think because I trust in my chairman, with my CEO, what they have explained to me,” he said.
“If it happens, because UEFA decide that, we will accept it and move forward.”
City are not the only European heavyweight to be caught up in claims of breaking financial fair play rules.
French champions Paris Saint-Germain quashed reports they could be forced to sell either Kylian Mbappe or Neymar in a bid to circumvent eventual FFP sanctions.
Qatar-owned PSG, who splashed a combined total of more than €400 million in 2017 for Brazil star Neymar and France World Cup winner Mbappe, blasted allegations as “totally false and ridiculous”.
Former European champions AC Milan were warned in December that they risk being excluded from European competition if they fail to “break even”.
Milan had already been banned for a year from the Europa League due to breaching FFP regulations before winning an appeal to the Court of Arbitration for Sport (CAS) last year.
But UEFA said the former seven-time European champions again face suspension from continental competition in future seasons “should the club not be break-even compliant at 30 June 2021”.

Could the inflammation that drives psoriasis and other immune-linked illnesses be a major player in heart disease?
In a new study, certain psoriasis drugs appeared to help to keep arteries clear, suggesting such a link.
A sixth factor
“Classically a heart attack is caused by one of five risk factors: diabetes, hypertension, high cholesterol, family history or smoking,” explained study lead researcher Dr Nehal Mehta.
“Our study presents evidence that there is a sixth factor, inflammation,” she said.
Mehta heads the Laboratory of Inflammation and Cardiometabolic Diseases at the US National Heart, Lung, and Blood Institute (NHLBI) in Bethesda, Maryland.
Another cardiologist agreed the study could open doors to new research.
“The future of cardiovascular prevention may require a cholesterol reduction medication and an anti-inflammatory medication,” said Dr Guy Mintz, who directs heart health at Northwell Health’s Sandra Atlas Bass Heart Hospital in Manhasset, New York.
“These are exciting times in the area of cardiovascular prevention,” said Mintz, who wasn’t involved with the study.
Reducing fatty plaques
The new study involved 121 patients who had moderate to severe psoriasis and qualified for anti-inflammatory medicines called biologic therapies. These injected medicines are also used by people with immune-linked conditions such as lupus or rheumatoid arthritis, and include drugs such as Cimzia, Enbrel, Humira, Orencia and Remicade, among others.
All of these medicines work by helping to suppress pro-inflammatory immune system activity.
All participants enrolled in the new study were at low risk of heart disease at the beginning of the research.
Over a year of follow-up, the use of biologic therapy was associated with an 8% reduction in coronary artery plaque, the researchers said.
Specifically, use of biologic drugs appeared linked with a slowed build-up of fatty plaques in arteries. These are the plaques that can restrict blood flow and cause heart attacks and stroke.
The findings suggest that immunotherapies that treat inflammatory conditions might also help cut heart disease risk, Mehta and his colleagues reported.
An anti-inflammatory effect
The study authors pointed to prior research that tied psoriasis to the early development of high-risk “soft” arterial plaques. Biologic therapy might cut plaque formation, even in patients without other heart disease risk factors such as high cholesterol, blood sugar and blood pressure, they said.
“This appears to be an anti-inflammatory effect,” Mehta explained in an NHLBI news release. “In the absence of improvement in other cardiovascular risk factors, and without adding new cholesterol medications, patients’ soft plaque still improved.”
However, a cause-and-effect relationship isn’t clear from this type of study, so “the next steps should be randomized, controlled trials,” Mehta said.
Dr Michele Green is a dermatologist who treats psoriasis patients at Lenox Hill Hospital in New York City. She wasn’t involved in the new study, but said, “Treatments with biologics indeed shows great promise in treating cardiovascular disease.”
New research supports hypothesis
As for Mintz, he called the new research “exciting and important, because it highlights the importance of inflammation associated with psoriasis causing blockages in the arteries of the heart to progress.
“The best statin in the world can only lower cardiovascular events by approximately 40%,” Mintz pointed out. “So the question arises, what causes the other 60% of cardiovascular events?”
The new research “supports the hypothesis that inflammation contributes to cardiovascular disease,” he said. “Physicians need to become aware that inflammation should be considered in patient cardiovascular risk assessment.”
The study appears online in the journal Cardiovascular Research.
