Purpose of the position:
To ensure that all regulations set out in the OHS act relating to explosive workplaces are adhered to. This mainly includes but is not limited to the approval of policies, procedures, materials, equipment and tools to be used in the danger area as well as ensuring all persons performing tasks within the danger area are trained to do so and are informed about the risks associated with each task. Ensure that explosive waste is disposed of according to law.
Duties include the following, but not limited to:
- Approve licende applications for all buildings, products, processes, modifications and transportation
- Approves in writing the rules, methods, materials, equipment and tools to be used in the danger area
- Establish and maintain systems for safe handling of explosives
- Enforce requirements of the explosives act and explosives regulations under the OSH Act
- Liaise with Government Departments, local authorities, and Explosives institutions
- Approve all manufacturing documentation
- Coordinate and report on risk assessments completed in the danger area
- Manage and ensure conformance to AIA regulations
- Ensure explosives stock do not exceed the prescribed limits
- Incident Investigation, Auditing and Inspections – Co-ordinate the investigation of all serious incidents when necessary
- Provide technical inputs on explosives related incidents
- Liaise with regulatory departments regarding explosive incidents
- Explosives related auditing/inspections are conducted
- Personnel are informed of the hazards related to their tasks and are thoroughly trained in safe work procedures in particular with respect to shock, friction risk of fire, or static electricity, and are familiar with the requirements of the explosive regulations and Special Rules
- Manage and control all explosive waste destruction
Requirements:
- BSc/BTech/ND Chemistry or related NQF qualification.
- Diploma in Explosives Management (Essential).
- Assessed and Approved by the Department of Labour as an Explosives Manager.
- Accredited by SANAS and approved by DOL as AIA Risk Assessment Manager.
- Extensive experience in explosives manufacturing and risk assessment methodologies – 10 years.
- Comprehensive knowledge of ISO standards, Explosives Act and regulations – 5 years.
- Financial control and budgeting – 2 years.
- Minimum 5 years extensive experience in the explosives area to be appointed.
- Accredited by SANAS and approved by the DOL as an AIA Risk Assessor.
- Experience in the Destruction of explosives waste.
- Knowledge of ERP Systems.
- Understanding of Safety Health and Environment systems.
