Our client is seeking a Senior Manager within the Project Management Unit to that meets the following job requirements :
-BSc. / BTech Degree in Civil Engineering;
-Minimum of four (4) years relevant experience in managing multi-disciplinary projects and supervision of staff;
-Extensive knowledge of the Government Sector and applicable legislations;
-Ability to interact with people at various and diverse levels including, but not limited to municipal officials, politicians and provincial government officials.
-A good understanding of Contract Management and Administration;
-Excellent communication, interpersonal, administration and leadership skills;
-Good planning, organising, report writing and project management skills;
-Computer competency particularly MS Office packages is essential;
-Ability to work independently and extended hours, as well as under pressure to meet deadlines;
-Willingness to travel extensively throughout the District;
-A valid Code EB driver’s license is essential.
Duties :
-Report to the Director: Infrastructure Development and Community Services
-Implementation of Housing and Infrastructure Programmes and Projects
-Coordination of Local Municipality Project Management Units (PMUs) in effective planning and efficient implementation of infrastructural projects
-Assist and build capacity in the Local Municipalities to ensure that the PMUs implement projects in accordance with relevant National and Provincial Legislation and Guidelines
-Ensure project compliance with all applicable legislation, policies and conditions applicable to Grants and all other projects implemented by Council
-Planning and Implementation of Expanded Publics Works Programme (EPWP) throughout the District in conjunction with Local Municipalities
-Review and approve Technical Reports, Business Plans, Contract Documents of Infrastructural and Housing Projects;
-Compilation of Business Plans for funding of Infrastructural related Programmes and Projects
-Prepare Committee Reports (monthly, quarterly, bi-monthly and annual reports) pertaining to Infrastructure and Housing Programme and Projects
-Ensure that there is synergy in the planning and implementation of Infrastructural Projects between the District and Local Municipalities and that the Projects conform to Planning Principles adopted by Council
-Ensure that service delivery in the District is implemented effectively and efficiently
-Liaise with Sector Departments and relevant Stakeholders lo leverage support for District Wide Infrastructure Projects
-Manage the PMU team and their respective outputs
